GENERAL JOB DESCRIPTION
To supervise the technical review of plans, reports, and specifications; to design engineering projects and assess public concerns; to coordinate and enforce City Code, standards, and regulations; to provide complex and administrative support to the City Engineer/Public Works Director
PRIMARY DUTIES AND RESPONSIBILITIES
- Developing detailed plans for new designs and products.
- Makes appropriate determinations for equipment, staff, and training needs.
- Participate in the development and administration of the engineering budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
- Highly involved with hiring and supervising staff.
- Manage staff within the Development Program regarding time and workload management and provide training as needed.
- Leading research and development projects that produce new designs, products, and processes.
- Review engineering plans for development projects, including plats, site plans, and vacation requests; provide necessary recommendations. Coordinating with other departments for optimal project review timelines and products
- Responsible charge of design and construction of Capital Improvement Plan projects including but, not limited to consultant and/ or staff management.
- Maintain contact with engineers and agents for private/public coordination efforts or multi-department or agency efforts, including coordination on all aspects of urban design and construction.
SECONDARY DUTIES AND RESPONSIBILITIES
- Provide staff support to the City Engineer and serve in his or her absence; participate on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence. Represent the Engineering Department to other City departments, elected officials, and outside agencies; coordinate departmental activities with those of other departments and outside agencies and organizations.
- Perform related and other assigned duties and responsibilities as required.
- Knowledge of operations, services and activities of a comprehensive city engineering program as defined.
- Management skills to analyze programs, policies, and operational needs.
- Principles and practices of program development and administration.
- Analytical skills for evaluating information carefully and solving complex problems.
- Communication skills for overseeing staff and working with other management personnel.
- Principles and practices of program development and administration.
- Principles and practices of municipal budget preparation and administration.
- Properties and appearance of engineering materials, including soil, aggregates, concrete, and asphalt.
- Principles of supervision, training, and performance evaluation.
- Pertinent Federal, State, and local laws, codes, and regulations.
- Plan, organize, direct, and coordinate the work of lower-level staff.
- Read and interpret working drawings, technical reports, calculations, and special studies.
- Identify and respond to community and City Council issues, concerns, and needs.
- Develop and administer, departmental goals, objectives, and procedures.
Required:
Bachelor's degree in civil engineering or closely related field plus greater than five (5) years of professional Civil or Municipal Engineering experience, including at least one (1) year in a supervisory/managerial capacity.
Certificates, Licenses, Registrations:
Wyoming Professional Engineer (PE) certification required or ability to obtain through reciprocity from another state within six months of hiring. Possession of, or ability to obtain, an appropriate, valid driver's license.
