Field Engineer - Subcontract Coordinator; Switchyard

Job Summary

As a Field Engineer – Subcontract Coordinator on the Combined Cycle Gas Turbine (CCGT) Project in Cheyenne, WY, you will provide project field engineering specialization and expertise with work planning and packaging, material management, quantity verification, safety/quality control, technical inspection and testing, and subcontract coordination. Your recommendations will ensure field engineering activities operate safely, are complete, and meet quality standards and project requirements.

• Work Planning & Packaging – Prepares construction drawings and sketches for a subcontract scope; facilitates planning of construction methods and procedures.
• Material Management – Initiates requisitions for field purchases; prepares quantity takeoffs of field purchased material and equipment; issues Material Withdrawal Requests (MWRs) to subcontractors; tracks the ROS and need dates to ensure materials are available to support subcontractor schedule.
• Quantities – Verifies commodities on quantity tracking systems or other databases; tracks and validates subcontractor‑claimed quantities.
• Safety & Quality Control – Ensures zero‑accident philosophy and requirements by all crafts and equipment; audits and inspects contractors’ work to confirm compliance with agreed quality standards.
• Technical – Supports resolution of technical issues and nonconformities; liaises between design engineering and subcontractors; inspects subcontractor scope per approved Inspection and Test Plans.
• System Turnover Coordinator (Direct Hire only) – Develops firm understanding of system and area scoping and drawings required for package development.
• STR / Subcontract Coordinator – Reviews and approves inspection test plans; coordinates reviews of subcontractor submittals and coding; supports subcontract administrator in reviewing claims; ensures timely submittal of documentation to Bechtel per ITP and subcontract.

• Bachelor’s degree (or international equivalent) and 5–8 years of relevant experience (or 9–12 years of relevant work experience).

• Coordinates with Procurement on subcontract requirements; provides technical support and guidance; liaises with design engineering as necessary.
• Attends kickoff meetings and coordinates between subcontractors and superintendents.
• Collects daily shift reports from subcontractors and verifies records.
• Reviews subcontractor performance and liaises with superintendents; records delays, breakdowns and non‑conformances in subcontract performance.
• Supports or generates meeting minutes from subcontractor progress meetings.
• Basic to intermediate knowledge of subcontract management; preference for those experienced with Bechtel systems and SWPPs.
• Strong electrical knowledge on cable pulling, raceway installation A/G and U/G, and applicable electrical codes (IEEE, NEC, NFPA, etc.).
• Prior experience with installation of Gas Insulated Switchyards is desirable.
