GENERAL

JOB DESCRIPTION

Directs, manages, and performs the surveying activities of the City Engineering office which entails higher level decision making related to land surveying and right-of-way acquisition. Responds to surveying issues; supervises and performs the technical review of plans, reports, and specifications; reviews developmental engineering projects; develops and implements survey related ordinances, regulations, and policies; provides complex land surveying, engineering and administrative support to City staff for all survey related issues affecting the City.

PRIMARY

DUTIES AND RESPONSIBILITIES
  • Plan, organize, evaluate, and direct or supervise the functions and activities of City surveying. Serve as technical advisor to the City Engineer, Mayor, and City Council on survey related matters.
  • Review and process tract maps, parcel maps, lot line adjustments, grants of easement, and street rights-of-way for recondition.
  • Verify fulfillment of conditions of approval for new subdivisions; perform on-site inspections to verify survey monuments related to parcel maps and lot line adjustments.
  • Prepare legal descriptions and exhibits.
  • Provide public assistance with information regarding plats, aerial photos, construction drawings, utility locations, bench marks, property lines, and survey control.
  • Coordinate with the City’s GIS Department for performing GPS Surveys and data acquisition.
  • Determine angles and set grade stakes, hubs, turning points, and bench marks using appropriate surveying techniques; locate and measure boundary lines, rights-of-way, and measure land grades; maintain accurate survey records in the form of filed notes and sketches. Perform land surveys for property line, easement, and right-of-way locations, water rights, aerial photography, monitoring wells, and bench mark establishment.
  • Provide research of City and County records for deeds, easements, and other documents to determine ownership and rights to property.
  • Prepare oral presentations and written reports and documentation related to survey and engineering activities in the City to the Mayor’s Office and City Council.
  • Respond to interrogations and testify in court in cases involving the City’s surveying issues.

  • Perform complex surveying calculations.
  • Present technical information effectively, both orally and in writing.
  • Understand the preparation of plans and specifications for capital facilities.
  • Apply professional and State standards to evaluate proposed projects.
  • Work with residents and diverse professional groups in a diplomatic and empathetic manner to reach resolution on complex community issues.
  • Ensure compliance with federal, State, and local rules, laws and regulations.
  • Assist in the planning of the long-range plans and programs.
QUALIFICATIONS FOR THE JOB
