GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a full-time General Ledger Senior Accountant located in Cheyenne, Wyoming. The role involves balancing, reconciling, reviewing, analyzing, and reporting financial information through the trial balance for WYDOT's monthly financial statements, annual external audit, and the annual comprehensive financial report. The position also assists with maintaining revenue and accounts receivable tasks within the Financial Services Program to ensure timely and accurate receipts of WYDOT revenue.

Essential FunctionsThe listed functions are illustrative and not all-inclusive.
- Balances, reconciles, and analyzes cash, revenue, and expenditure accounts within multiple funds; identifies, researches, and resolves discrepancies
- Assists with establishing and maintaining financial records, including completing various general ledger and revenue-related month-end tasks
- Prepares, analyzes, and interprets financial information and carries out special projects
- Write off accounts receivable amounts deemed uncollectible, monthly
- Research damage repair claims, pulling supporting documentation for amounts billed, and determine project corrections as needed
- Provides backup coverage for review of deposits, vendor entry, and other tasks as needed
- Makes recommendations for policies and methods of improved operations
- Reviews, corrects, and posts journal entries in WYDOT’s People Soft ERP and the State of Wyoming’s WOLFS accounting systems, as applicable
- Contacts field and other programs’ personnel, other State agencies, and other entities, as needed, to resolve issues
- Prepares and analyzes reports and worksheets for external auditors and WYDOT personnel; assists external auditors with reports and data to complete the annual external audit
- Manage user access requests for various revenue applications
- Assists in Financial Services including day-to-day responsibilities and special projects
- Assists with research and the reporting of essential property, inventory, and fuel-related transactions
- Assists in developing, evaluating, and revising accounting policies and procedures to comply with State and Federal rules and regulations
- Implements and enforces state and agency fiscal policies and procedures
- Preference may be given to candidates with a Bachelor's degree in Accounting
- Preference may be given to candidates with People Soft and/or WOLFS experience, including the info Advantage reporting system
- Preference may be given to candidates with audit and/or governmental financial statement preparation/reporting experience
- Knowledge and application of Generally Accepted Accounting Principles (GAAP)
- Knowledge of Governmental Accounting Standards Board (GASB) statements
- Knowledge of WYDOT policies and procedures related to accounts receivable, revenue, property, and inventory
- Knowledge of State of Wyoming Statutes
- Knowledge of Federal policies and regulations
- Knowledge of IRS guidelines
- Knowledge of internal control guidelines and requirements
