Senior Payroll Specialist

Monday‑Friday, 8 hours daily
Pay Column: W – $28.65 per hour + Benefits
Purpose StatementThe Senior Payroll Specialist supports Finance Department operations by ensuring accurate, timely, and compliant payroll processing; maintaining payroll‑related financial records; reconciling payroll, benefit, deduction, and liability accounts; supporting internal controls and audit requirements; ensuring accurate distribution of payroll costs to appropriate funds, programs, grants, and accounts; responding to payroll and financial reporting inquiries; and providing guidance to assigned payroll personnel.
Essential Functions- Assist auditors by preparing payroll‑related schedules, reconciliations, reports, and supporting documentation to demonstrate compliance with internal controls, accounting standards, grant requirements, and applicable laws.
- Review payroll expenditures, account coding, fund distribution, benefit deductions, employer contributions, and related liabilities to ensure payroll costs are accurately recorded in the financial system.
- Coordinate with Finance, Human Resources, departments, and school sites to process payroll transactions accurately and charge them to the appropriate budgets, funds, grants, and accounting codes.
- Compile statistical and payroll data from various sources and prepare reports to summarize information and confirm compliance with established guidelines.
- Communicate with internal and external parties (city/state/federal agencies, etc.) to ensure accurate payroll processing.
- Collaborate with Finance leadership to evaluate payroll processes, strengthen internal controls, improve reporting accuracy, and ensure efficient payroll operations.
- Maintain and review payroll information to ensure documentation availability and compliance with policies and regulatory guidelines.
- Monitor and execute assigned payroll activities and program components to ensure compliance with financial, legal, and administrative requirements.
- Collaborate with HR and other payroll personnel to enhance productivity and accuracy of the payroll process.
- Participate in unit meetings, training, and workshops to convey and gather information needed for job functions.
- Prepare payroll related documents (e.g., invoices for over payments, retirement plan transfers, payroll registers, stop payments, W‑2 controls, worker's compensation checks) to document activities and provide reference.
- Process payroll documents and materials (e.g., time sheets, withholding information, garnishments, personnel actions, employee contributions) to disseminate information to appropriate parties.
- Reconcile payroll account balances (e.g., time sheets, direct deposits, wage attachments, benefits) to maintain accurate account balances and comply with guidelines.
- Research discrepancies in payroll information and documentation to ensure accuracy before processing.
- Resolve discrepancies with payroll and/or benefit information and documentation to ensure accurate employee payments.
- Respond to inquiries regarding payroll procedures (e.g., wage levies, garnishments, savings, contributions, direct deposits) to assist employees and comply with fiscal guidelines.
- Review payroll and insurance-related information (e.g., payroll reports, medical/dental/vision/carrier forms) to ensure accuracy.
- Perform other related duties as assigned to ensure efficient and effective functioning of the work unit.

Knowledge: Principles and techniques involved in payroll preparation, payroll accounting, account reconciliation, internal controls, fund accounting, payroll liabilities, benefit deductions, tax reporting, retirement reporting, labor contracts and their impact on payroll, and applicable federal, state, and district financial requirements.
