Capital Construction Fiscal & Procurement Analyst

The Capital Construction Fiscal & Procurement Analyst is responsible for the fiscal oversight, budget management, procurement compliance, and financial reporting for the State Construction Department's Capital Construction Program. This position manages complex, multi-year capital construction appropriations across multiple funding sources and legislative appropriations.

The position exercises independent judgment in interpreting legislative appropriations, monitoring expenditures, maintaining fiscal integrity, and ensuring compliance with state procurement statutes and financial regulations. It serves as the primary fiscal resource for assigned capital construction projects and provides guidance to project managers, division administrators, and state agencies regarding budget availability, procurement requirements, and procurement financial reporting.

At the State Construction Department, your work directly supports the infrastructure that enables Wyoming's education system and state government operations to function effectively. From K-12 schools and community colleges to state facilities serving public safety and healthcare, the department manages programs that impact communities across the state.

Preference will be given to candidates with government accounting experience; capital construction project accounting experience; state procurement experience; experience with WOLFS or comparable governmental financial systems; experience with legislative appropriations and capital budgeting; and 6–8 years of progressively responsible experience in accounting, governmental finance, capital project accounting, procurement administration, or a closely related field.

Minimum Qualifications:

Education:

Bachelor's Degree (typically in Finance)

Experience:

0-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant OR 4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant

Working Conditions:

  • Requires frequent use of computers and standard office equipment.
  • Requires prolonged periods of sitting while reviewing financial records and preparing reports.
  • Frequent communication with state agencies, contractors, vendors, and management.
