GENERAL DESCRIPTION:

The Capital Construction Fiscal & Procurement Analyst is responsible for the fiscal oversight, budget management, procurement compliance, and financial reporting for the State Construction Department's Capital Construction Program. This position manages complex, multi-year capital construction appropriations across multiple funding sources and legislative appropriations.

The position exercises independent judgment in interpreting legislative appropriations, monitoring expenditures, maintaining fiscal integrity, and ensuring compliance with state procurement statutes and financial regulations. It serves as the primary fiscal resource for assigned capital construction projects and provides guidance to project managers, division administrators, and state agencies regarding budget availability, procurement requirements, and procurement financial reporting.

ESSENTIAL FUNCTIONS:

Capital Construction Budget Management

  • Manage and balance assigned Capital Construction project budgets totaling approximately $885 million across 36 active projects.
  • Monitor expenditures to ensure proper application of appropriate funds.
  • Analyze project budgets and prepare budget transfer requests and BGP
    120 documents.
  • Review, process, and approve fiscal transactions, including vendor payments, purchase requests, encumbrances, corrections, service dates, budget coding, and object/sub-object coding.
  • Prepare and process fiscal documents within WOLFS (the state accounting system).
  • Create and maintain retainage accounts for construction vendors.
  • Ensuring every financial transaction entered into WOLFS is accurately mirrored within the Operate AiM database and maintain ongoing reconciliation between systems throughout the life of assigned projects.

Procurement Administration & Compliance

  • Determine whether procurement requests qualify under State Construction Department procurement authority or require referral to the Department of Administration & Information Procurement Office.
  • Review quote-based procurements.
  • Analyze contracts to verify compliance with procurement statutes, rules, and contractual requirements.
  • Determine whether procurements should utilize Master Service Agreements or Purchase Orders.
  • Verify required procurement documentation, including Wyoming vendor preference, bonding requirements, bid exception approvals, and contract documentation.
  • Review and approve procurement requests before processing.
  • Track all contract and purchase order amendments, including changes to scope, schedule, vendors, and funding.

Fiscal Reporting & Financial Analysis

  • Maintain project contract, funding source, and payment information for assigned projects.
  • Support internal and external audits.

Revenue Monitoring & Legislative Compliance

  • Monitor revenue budgets for projects funded through multiple appropriations and funding sources, including jointly funded private and state-funded projects.
