General Accounting Manager

The Wyoming Game and Fish Department is seeking a General Accounting Manager in Cheyenne, WY. This position leads a section of 16 employees who collectively serve as stewards of public funds, ensuring fiscal resources are effectively managed, allocated, and aligned with the Department's priorities. Ensures WGFD grant management, procurement, disbursements, cash management, and reporting meet all federal and state financial requirements.

Responsible for the development and monitoring of the department's $100M+ annual budget. Ensures efficient production in these areas securing the WGFD's ability to achieve its mission: "Conserving Wildlife and Serving People."

  • Schedule work for direct reports, instruct and counsel direct reports, distribute and review work within the General Accounting Section, and conduct performance appraisals.
  • Responsible for all oversight and management of the agency's core financial functions including accounts payable, revenue reconciliation and accounts receivable, all federal and third-party grants, other special agreements, contracts, procurement, fixed assets, vehicle fleet, uniforms, landowner coupons, revenue refunds, and auditing in accordance with financial policies, procedures and federal and state laws.
  • Oversees development of the annual license certification submitted to the US Fish and Wildlife Service for program compliance.
  • Develop and monitor the department's annual budget in cooperation with the Director's office, Chief Financial Officer (CFO), Budget Manager and budget team.
  • Compile and distribute financial information required for annual budget development.
  • Assist division employees with a budget analysis of historical expense data and compilation of budget requests as needed.
  • Compile the proposed Department annual financial budget packet with the Budget Manager and CFO for Commission review and approval including comparative annual expenditure and previous budget history.
  • Develop presentations of financial and budgetary information for dissemination to the Commission and legislature (Travel Recreation and Wildlife Committee, Joint Appropriations Committee and others) as requested by the Director, Fiscal Division Chief and CFO.
  • Assist CFO and Budget Manager with revenue and expenditure information and revenue/expenditure forecasts.
  • Review and direct appropriate action for all requests for budgetary transfers coordinating with the CFO, Budget Manager and/or Division Chief as appropriate.
  • Make recommendations to WGFD personnel for the reallocation of resources to resolve budgetary issues with expenditure transaction processing or implementation of new programs.
  • Works closely with the CFO, Budget Manager and Chief Technology Officer on 7 financial systems, their operations and sustainment, efficiency initiatives, and integrated data management. This includes the development and maintenance of internal workflows, processes, and procedures.
  • Regularly analyzes financial and numerical data to provide essential statistical data for various reporting requirements.
  • Review and approve all payroll exception events each month to ensure reconciliation with the internal timekeeping system prior to processing in HRM.
  • Assist agency payroll personnel with research and problem resolution when payroll processing, balancing, and month-end reconciliation issues arise.
  • Develops the payroll budget and approves monthly payroll actions.
  • Proposes fiscal policies and procedures in compliance with unique federal and state laws, rules, and regulations including Generally Accepted Accounting Principles (GAAP) for consideration and implementation by the CFO and Fiscal Chief.
  • Partners with executive staff in receiving and resolving challenges presented by federal agencies, state and local governmental agencies, non-governmental organizations, and employees.

Preference will be given to those with a bachelor's degree in accounting, finance, business, or a closely related field, PLUS five years of professional work experience in governmental accounting. Must have a valid driver's license.

Knowledge of project management.

Understanding of and utilizing highly complex automated accounting systems, including general ledger functionality, cost accounting functionality, budgeting functionality, and fixed asset accounting inventory.
