Human Resource Contact:

ESSENTIAL FUNCTIONS
  • Serves as the primary point of contact for Local Transit Agencies (LTAs); facilitates high-level meetings and training sessions to communicate state and federal program objectives
  • Manages the end-to-end administration of Federal Transit Administration (FTA) programs, maintaining a direct partnership with the Regional FTA office to ensure strict adherence to federal laws and fund allocation requirements
  • Interprets complex FTA regulations to design, implement, and optimize a statewide public transit program that ensures efficient, transparent delivery of federal and state funds
  • Provide daily technical assistance to LTAs, resolving systemic operational challenges and ensuring continuous service delivery.
  • Conducts comprehensive on-site compliance reviews, focusing on general federal mandates and specialized Drug & Alcohol Compliance to mitigate state risk
  • Leads the professional development of new transit administrators, directors, and governing boards to foster a culture of regulatory excellence
KNOWLEDGE
  • Knowledge of the Code of Federal Regulations (CFR), with a specialized focus on FTA and grant management
  • Ability to translate legal requirements into actionable compliance protocols, including complex paperwork audits and physical inspections of vehicles and facilities
  • Ability to navigate diverse stakeholder environments, working effectively with transit experts, elected officials, and the public to expand program opportunities and visibility
  • Ability to work with transit experts, elected officials, and transit users on options, opportunities, and abilities of the program in order to help them understand
MINIMUM QUALIFICATIONS

Education: Bachelor's Degree (typically in Business)

Experience: 1-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III

OR
Education & Experience Substitution: 4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III
