The Wyoming Department of Transportation (WYDOT) is seeking a Budget Specialist II located in Cheyenne, Wyoming. This position plays a critical role in the stewardship of public funds by controlling, analyzing, and modifying both Federal and State project budgets from inception through closeout across the state. The Budget Specialist II reconciles and evaluates WYDOT’s budget authority for Federal and State funding sources, ensuring expenditures align with authorized limits and statutory requirements.
Responsibilities include obligating and de-obligating funds in accordance with applicable Federal, State, and Local laws and regulations; verifying and authorizing project reimbursements; and ensuring the timely communication and delivery of required legal notices. This role demands strong analytical skills, attention to detail, and a working knowledge of governmental budgeting principles and compliance standards to safeguard the integrity of transportation funding.

- Responsible for administering construction projects from the initial start to final closeout.
- Manage construction project information within WYDOT’s People Soft Financial System, including project budgets and contracts.
- Review, modify and issue Authority for Expenditures (AFE’s) for each construction project as needed.
- Responsible for Federal Project Authorizations of all federal projects electronically with the FHWA’s Fiscal Management Information System (FMIS) for obligation of funds.
- Analyze project data for future projections, analyze project budget overruns and underruns, and make appropriate budget and contract adjustments.
- Work with the construction office to make payments to contractors on a daily basis.
- Work with other WYDOT Programs to analyze project voucher errors and modify budgets, contracts and AFE’s.
- Monitor inactive construction projects in FMIS and work with other WYDOT programs when necessary.
- Monitor federal project end dates in FMIS and work with other WYDOT programs when necessary.
- Work with WYDOT’s District Offices on final close out of construction projects and de-obligate budget funds according to Federal, State and Local rules and regulations as needed.
