Job Description and Functions

The Wyoming Department of Corrections seeks a candidate to manage systems and actions related to official Department records, public records requests, and external communications. This candidate will recommend and implement department-wide policies and procedures for unit managers. This will include state retention schedules and oversight of records maintenance, retrieval, and retirement practices while ensuring compliance with state, federal, and department requirements.

In addition, this position will oversee the Department's internal and external communications program, including maintaining press contacts, serving as the primary point of contact for press/media and ensuring the release of public records/information. As well as manage, coordinate, and oversee the Department's statutorily mandated public records request program.

Essential Functions
  • Oversee the department's records management system to include retention schedules, storage, training, amending, legal holds, and quality assurance.
  • Manage, review, and revise the Department policy governing the department-wide records management system and digital archiving system.
  • Manage official Departmental internal and external communications to include communications with the public and press, maintenance of intranet and internet sites, and development and maintenance of communication policies.
  • Manage, coordinate, and oversee the Department's statutorily mandated public records request system.
  • Respond to public records requests in accordance with statutory requirements.
  • Function as the Department's public records designee.
  • Function as a Divisional resource for other Departmental projects.
  • Assist the Department of Correctional Industries program in marketing and communications of their goods and services.
Qualifications

Preference will be given to candidates with systems and database experience, communications, or records. Knowledge and experience working in Corrections are a plus.

Knowledge of records management concepts.

Knowledge of Corrections and the criminal justice system.

Knowledge of communication resources and organizations.

Skill in oral and written communications

Skill in developing, organizing, and maintaining a large record and documentation system.

Ability to create and analyze statistical data

Minimum Qualifications:

Education:

Bachelor's Degree (typically in Records or Data Management)

Experience:

0-3 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II OR 4-6 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II

Physical requirements include lifting up to 20 pounds without assistance. Standing regularly, talking/hearing regularly. Visual ability to determine the accuracy, neatness, and thoroughness of the work assigned. Pushing/Pulling/Lifting/Grasping regularly. Typing/Repetitive motion. Visual ability to perform an activity includes analyzing data and figures, viewing a computer terminal, and extensive repetitive motion. May be exposed to mechanical or atmospheric hazards periodically. Some travel is required.
