GENERAL DESCRIPTION:

To identify vital critical infrastructure within the State of Wyoming that, in the case of incapacity or destruction of such systems or assets, would have a debilitating impact on security, economic security, public health, or public safety. Assist private companies, businesses, and the public sector in developing protection methods to minimize the effects of natural or manmade attacks or disasters.

Engage with protection of all 16 sectors of the Critical Infrastructure (Chemical, Commercial Facilities, Communications, Critical Manufacturing, Dams, Defense Industrial Base, Emergency Services, Energy, Financial Services, Food and Agriculture, Government Facilities, Healthcare and Public Health, Information Technology, Nuclear Reactors, Materials, and Waste, Transportation Systems and Water & Wastewater) in the state with a particular focus on the Communications Sector. The Communications infrastructure includes broadcasting, cable, satellite, wireless, and wireline capabilities, as well as the transport networks that support the Internet and other key information systems.

Serves as a member of the Wyoming Cyber Assistance Response Effort (CARE) team by assisting with the planning, reviewing, vetting, response, and exercise process to ensure cyber efforts are coordinated and efficient.

Serves as a Critical Infrastructure Analyst and key team member for the Wyoming Information Analysis Team (WIAT) located at the Division of Criminal Investigation. This position coordinates closely with the federal Department of Homeland Security's Cybersecurity and Infrastructure Security Agency's Protective Security Advisor and Cyber Security Advisor, as well as the DHS I&A Intelligence Officer.

Basic radio and communications knowledge is expected to support deployments of HLS's communications equipment to support local jurisdiction. They will be a backup for testing of the FNARS (FEMA National Radio System) located at HLS.

Due to the nature of the information being received and shared, this position requires the ability to qualify for a Secret clearance through the federal Department of Homeland Security.

Qualifications

KNOWLEDGE:
Knowledge of emergency management laws;
Knowledge of State and federal laws, rules, and regulations. Knowledge of the use of Force policies, Knowledge of public Law 99-510, U.S.C.  Knowledge of Emergency Planning Knowledge of Wyoming State Statutes; 19-13-101 Knowledge of the Homeland Security Act, 35-9-152 Knowledge of the Emergency Response Act. Knowledge of the Standard Operating Procedures for crisis management preparedness, response, and recovery.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

1-2 years of progressive work experience in (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist II OR Education & Experience Substitution: 4-6 years of progressive work experience in (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist II Certificates, Licenses, Registrations:

Exempt Agency may require FEMA Courses. Applicants must have the ability to qualify for a Secret Security Clearance. Successful applicants for employment must pass a limited criminal background investigation. Additional certifications and/or licenses may be required by the agency.
