Position: Natural Resources Analyst 2026

Description and Functions

This Natural Resource Analyst position is part of the Wyoming Pollutant Discharge Elimination System (WYPDES) Stormwater Program. The role focuses on stormwater permitting activities statewide, including reviewing applications, drafting authorizations, maintaining permitting records, providing industry outreach, attending conferences, responding to permittee inquiries, and performing database entry related to WYPDES stormwater permitting. Site visits and inspection activities may also be required.

  • Review WYPDES stormwater applications and notices of intent for completeness and technical adequacy.
  • Contact permit tees to request missing or inadequate items.
  • Enter and track facility and submittal information in the WYIMS permit database; maintain all records pertaining to stormwater permitting.
  • Draft general stormwater discharge authorizations, individual WYPDES stormwater permits, and WYPDES Stormwater General Permits.
  • Review EPA rules and regulations to ensure compliance with all applicable stormwater rules.
  • Answer technical questions related to WYPDES and EPA stormwater policies, procedures, and statutes.
  • Track and prioritize WYPDES stormwater permits and applications.
  • Represent the agency in meetings with various state, federal, and private entities.
  • Provide WYPDES stormwater presentations, training opportunities, and guidance to permit tees and consultants.
  • Coordinate with applicants, other agencies, and the public to address concerns and share information related to regulated activities.
  • Analyze complex environmental data and draw scientifically sound conclusions.
  • Maintain a professional manner and appearance.
Qualifications

Preferences: A degree in hydrology, geology, biology, botany, or chemistry will be considered a preference.

  • Knowledge of state-regulated industries such as oil and gas, construction activities, and mining.
  • Knowledge of WYPDES stormwater and water-quality monitoring systems and analytical techniques.
  • Strong technical and scientific data evaluation skills and environmental assessment skills.
  • Effective communication skills, including the ability to explain complex technical and regulatory issues to varied audiences.
  • Ability to interpret rules and regulations and basic knowledge of QA/QC practices.
  • Knowledge of computer applications, database management, word processing, spreadsheets, and GIS applications.
  • Experience working with industry applicants, local municipalities, and various agencies.
  • Knowledge and ability to read, research, interpret and apply state and federal water quality regulations.
  • Workload management skills with a focus on regulatory deadlines.
  • Skill in making presentations and conducting outreach work for training purposes.

Minimum Qualifications:

  • Education:

    Bachelor’s degree in a science discipline.
  • Experience:

    0–3 years of progressive work experience in the sciences, or 4–6 years of experience in the sciences with knowledge at the level of a Natural Resources Specialist. Certificate, license or registration is not required.
Necessary

Special Requirements

Participation as a Wyoming representative or with WYPDES inspectors may require extensive travel, though the position is mainly office-based.
