General Description
To identify vital critical infrastructure within the State of Wyoming that, in the event of incapacity or destruction of such systems or assets, would have a debilitating impact on security, economic security, public health, or public safety. The position assists private companies, businesses, and the public sector in developing protection methods to minimize the effects of natural or manmade attacks or disasters.
DescriptionAnd Functions
Engage with the protection of all 16 sectors of the Critical Infrastructure—Chemical, Commercial Facilities, Communications, Critical Manufacturing, Dams, Defense Industrial Base, Emergency Services, Energy, Financial Services, Food and Agriculture, Government Facilities, Healthcare and Public Health, Information Technology, Nuclear Reactors, Materials and Waste, Transportation Systems, Water & Wastewater— with a focus on the Communications sector, including broadcasting, cable, satellite, wireless, wireline, and the transport networks that support the Internet and key information systems.
Serve as a member of the Wyoming Cyber Assistance Response Effort (CARE) team, assisting with planning, reviewing, vetting, response, and exercise processes to ensure coordinated cyber efforts. Represent the Wyoming Information Analysis Team (WIAT) as a Critical Infrastructure Analyst, coordinating closely with federal and state partners to analyze threats and develop protective strategies.
Support deployment of communications equipment in local jurisdictions, including readiness with the FEMA National Radio System (FNARS). The role requires a Secret clearance through the Department of Homeland Security.
Provide 24/7 emergency deployment support for mobile, interoperable communications during emergencies, disasters, acts of terrorism, or orders by the Governor. Participate in planning, training, exercises, and conference travel as needed.
ESSENTIAL FUNCTIONS- Serve as a subject matter expert and partner development coordinator for critical infrastructure, concentrating on the Communications sector. Analyze vulnerabilities, monitor threats, and develop mitigation strategies for natural disasters, cyberattacks, and physical attacks.
- Act as an HLS representative to WIAT, contributing expertise to the drafting of WIAT products for dissemination to stakeholders. Participate in pre‑ and post‑travel briefing teams for state employees.
- Coordinate efforts to protect and manage communications infrastructure at the agency and state level. Collaborate with federal, state, and local agencies to develop policies and procedures for safeguarding critical communications networks. Coordinate incident response during disruptions and maintain emergency response and recovery plans. Ensure resilience through the PACE framework principles.
- Participate in the CARE team’s planning and response processes, working alongside state, federal, and local partners.
- Provide 24/7 duty officer support to respond to after‑hours incidents. Duty officer rotations last one week and are shared among staff.
- Knowledge of emergency management laws and regulations.
- Understanding of state and federal laws, rules, and regulations.
- Familiarity with use of force policies.
- Knowledge of Public Law 99‑510, U.S.C. 9601‑9675.
- Knowledge of emergency planning.
- Knowledge of Wyoming State Statutes; 19‑13‑101.
- Knowledge of the Homeland Security Act, 35‑9‑152.
- Knowledge of the Emergency Response Act.
- Knowledge of the Standard Operating Procedures for crisis management, preparedness, response, and recovery.
- Bachelor’s Degree (required).
- 1–2 years of progressive work experience in Emergency Preparedness, equivalent to an Emergency Preparedness Specialist II, or
- OR 4–6 years of progressive work experience in Emergency Preparedness, equivalent to an Emergency Preparedness Specialist II.
- None required.
- Typical office environment; employee may sit comfortably to perform work duties. Walking, standing, bending, and carrying light items may be required.
- FLSA:
Exempt. - Applicants must qualify for a Secret Security Clearance.
