GENERAL DESCRIPTION:

Provides strategic, agency-focused human resources leadership to support and enhance operations for the state’s largest agency, serving approximately 2,000 employees. Partners closely with the executive leadership team to guide all functional areas of Human Resources, including employee relations, performance management, compensation, recruitment and retention, HR operations, and strategic planning. Ensures alignment between agency goals and HR Division strategy. Leads and develops a team of eleven (11) HR professionals to deliver high-quality, consistent services to a statewide workforce.

ESSENTIAL FUNCTIONS:
  • Plans and implements strategic planning efforts for the HR program within the agency for both short-term and long-term planning, ensuring consistency with both WYDOT strategic planning and A&I HRD planning. Focuses efforts on meeting organizational needs to include career growth, recruitment, retention, and succession planning, ensuring compliance in all agency HR actions according to applicable employment law, policy, and procedure.
  • Advise agency leadership regarding employment law, policy, and procedures in an effort to ensure fair and consistent personnel action.
  • Leads agency investigations of complaints regarding allegations of discrimination and other alleged civil rights issues. Provides training and mentoring to the agency HR team in areas of investigations and assigns team members to lead investigations, as appropriate. Composes written investigation reports and collaborates with the agency personnel attorney. Provides mentorship to team members in the review of written reports from team members.

    Presents and briefs agency leadership regarding investigation findings and recommendations. May conduct investigations/reviews on behalf of other agencies.
  • Leads and counsels in conversations of a sensitive or complex nature.
  • Counsel on all proposed disciplinary action makes recommendations and serves in a neutral capacity for all employees and members of management. Presents justification and research for recommendations on proposed disciplinary action regardless of being in support or opposition of the agency decision. Manages all documentation regarding disciplinary decisions. Acts as agency liaison to public/private issues as a subject matter expert related to Human Resource interest groups.
  • Responsible for the co‑management and co‑creation of a program budget. Ensures the budget is managed in a fiscally responsible manner. Authorizes some expenditures. Works closely with the Support Services Administrator within the Wyoming Department of Transportation regarding the available budget and spending authority.
  • Works collaboratively with the agency training program in the development of compliance‑related training efforts. Serves as subject matter expert in the development of HR content. May deliver training in person or virtually for HR‑related.
  • Agency representative on federal/state subject matters, related task force, and work groups as a Human Resources expert. Includes attending and, when appropriate, conducting HR‑related workshops, seminars, and development conferences at both state and national levels. Participates as the WYDOT HR representative in the State DOT survey and research efforts.
  • Reviews all agency HR process improvement efforts related to but not limited to recruitment, selection, performance management, position control, benefits administration, and employee relations.
