General Description

The purpose of this position is to serve as the Telecommunications Infrastructure Supervisor, providing strategic oversight for the state’s unified circuit architecture, telephone system, and telephony equipment purchasing. This role manages the complete circuit lifecycle, from designing network topology and ordering circuits to forecasting and managing the WEN and Unified Network telecom expenditures. It oversees a statewide telephone system supporting 9,000 users and the procurement, inventory, and shipment of all telephony equipment purchases for both the state phone system and mobile devices.

Essential Functions
  • Telephony (VoIP) System:
    Oversees all aspects of the state phone system, including maintenance, firmware/software upgrades, feature additions, support, and operations. Ensures that all programming of voice menu applications and IVR systems meets customer needs and quality standards. Supervises and ensures that the support structure for end‑users is optimized and that the team has the resources needed to be successful. Works with strategic partners and vendors related to the successful operation of the phone systems.

    Evaluates new products and services for inclusion in the system and works with the ETS CFO on fiscal and rate‑setting processes. Provides recommendations for innovation to meet evolving needs of end‑users.
  • Telephone Equipment and Services Procurement:
    Oversees all aspects of the state’s telecom equipment and services procurement, including mobile phones, desk sets, headsets, and other telecom services requested by customers. Oversees phone contracts and ensures devices meet business and security requirements. Establishes policies and procedures around telecom procurement and replacement cycles.
  • Work Orders and Fiscal Management:
    Manages purchases and work requests of telecommunication vendors and carriers for the State of Wyoming through ETS. Establishes and manages key performance indicators and service level agreements related to telephony systems. Works closely with ETS fiscal staff on phone billing and invoices. Coordinates with leadership to ensure timely handling of purchases and work requests.
  • Network Architecture & Circuit Lifecycle Management:
    Works with management and network architects to design and implement network circuit topology and directs issuance of circuit orders to local carriers. Monitors and reports on budget spending and estimates for WEN and Unified Circuit budgets. Provides service advice and develops recommendations. Maintains a statewide circuit inventory.
  • Team Leadership and Support:
    Provides high‑level technical support to other State help desks on connectivity problems statewide. Works with technicians, engineering staff, and contract support personnel for repair and maintenance.

Minimum Qualifications

Education:

Bachelor’s Degree in Computer Technology.

Experience:

1–3 years of progressive work experience in computer technology, OR 4–7 years of progressive experience for substitution.

Physical Working Conditions
  • Some travel may be required, including overnights and weekends.
