Overview
This position is for a non-sworn Senior Investigator in the Division of Criminal Investigation (DCI) under the direction of the Computer Crime Team Supervisor. The investigator will perform investigative functions with emphasis on digital evidence processing and analysis, support and systems administration of the office IT infrastructure, and support the day-to-day investigative functions of the Wyoming DCI, the DCI Computer Crime Team, and the Internet Crimes Against Children (ICAC) Task Force.
This grant‑funded position is funded through the Office of Juvenile Justice and Delinquency Program (OJJDP) ICAC Grant.
- Perform investigations in a non-sworn capacity.
- Conduct computer forensic analysis, preserving and analyzing data from hard drives, flash media, solid‑state drives, and cellular phones; break encryption, recover and analyze files.
- Employ forensically sound methods to preserve digital evidence and present findings in court.
- Act as part of search warrant teams to identify, seize evidence according to policies and laws.
- Serve as a subject‑matter expert in onsite previews, live system processing, wired and wireless network analysis.
- Provide testimony as a qualified expert in computer forensics, digital media analysis, evidence seizure, crime scene processing for computers, cellular phones, digital storage, wired and wireless networks.
- Scale and maintain network infrastructures for the Computer Crime Team, including undercover and classroom networks, firewalls, switches, routers.
- Provide direct support for investigative de‑confliction queries, IP geolocation, image hash queries, forensic analysis request services, and activity tracking for ICAC grant reporting.
- Manage server technical aspects: DNS, DHCP, IP addressing, firewall configuration, remote access, core OS setup, backup/restore, security groups, user/group administration, certificates, web services.
- Operate and maintain a lab utilizing Windows desktop environments and maintain software applications.
- Maintain training environments through system and software updates and network maintenance.
- Liaise with ICAC De‑confliction System operators and establish communication protocols.
- Maintain software and hardware licenses, facilitate repairs, provide specifications, and assist the team leader in budgeting for equipment, training, and software.
- Maintain the mobile forensic laboratory, interview equipment, forensic equipment, network equipment, undercover Internet connection, evidence storage, printer/copier equipment, file server, and warrant supplies.
- Operate specialized equipment to recover data from damaged or secured cell phones.
- Computer forensics certifications preferred.
- Knowledge of Windows, Mac, and Linux operating systems and forensic applications.
- Understanding of bootcamp and virtual machine environments.
- Experience with Wyoming de‑confliction systems for child pornography investigations.
- Knowledge of onsite preview tools, hardware write‑blockers, and capturing volatile data.
- Experience with Ubuntu Linux server, PHP, HTML, XML, SQL scripting, bash scripting, MySQL administration, VPN servers, data backups.
- Experience with virtual machine software and distributed network attack tools.
- Ability to perform soldering for cell phone component repair.
- Subject‑matter expertise in digital forensics.
- Knowledge of data entry, collection, reporting systems.
- Knowledge of the criminal justice system and related agencies.
- Skill in conducting subject and telephone interviews.
- Skill in computer‑aided searches and database management.
- Strong oral and written communication skills.
- Analytical thinking and data interpretation.
- Ability to mentor other forensic investigators.
- Capacity to interpret and convey policies, procedures, and statutory mandates.
- Ability to produce clear written documents.
- Proficiency in English communication.
- Team collaboration with other law enforcement agencies.
- Organizational skills for presenting accurate information.

Bachelor’s Degree, typically in Criminal Justice or Computer Forensics.
- 1–2 years of progressive work experience in investigations.
- Or 4–6 years of progressive work experience in investigations (education and experience substitution).
- Ability to travel statewide and nationwide.
- Ability to work overtime as required.
- FLSA:
Non‑Exempt. - Ability to pass background investigation.
