GENERAL DESCRIPTION

The Wyoming Game and Fish Department (WGFD) is seeking a Fiscal Division Chief in Cheyenne, WY. This key leadership role oversees the Fiscal Division, which manages the WGFD’s licensing and financial operations. The Fiscal Division Chief is a member of the agency’s executive leadership team, collaborating with other division chiefs and the Chief Fiscal Officer to advise and assist the Director and Deputy Directors on all aspects of agency function, including legislative matters, regulations, policy, operations, and planning, all in support of the WGFD mission: "Conserving Wildlife and Serving People".

The Fiscal Division Chief directly supervises the General Accounting Manager. The general accounting section is responsible for oversight and management of the agency’s core financial functions, including accounts payable, revenue reconciliation, accounts receivable, all federal and third-party grants, other special agreements, contracts, procurement, fixed assets, vehicle fleet, uniforms, landowner coupons, revenue refunds, and auditing in accordance with state and federal laws, regulations and policies.

The Fiscal Division Chief directly supervises the License Section Manager. The license section is responsible for issuing all hunting and fishing licenses, permits, and stamps. Key functions include managing the agency telephone information center and headquarters customer service, over-the-counter license sales (including commercial, lifetime, and special), limited quota license draws, preference point issuance and maintenance, watercraft registration, and customer record management.

The section also supports a network of over 200 license-selling agents statewide.

ESSENTIAL FUNCTIONS
  • Responsible for the administration of the Fiscal Division, including direct supervision of the General Accounting and License Section Supervisors. Makes recommendations to the Deputy Director of Internal Operations on all hiring, promotion and disciplinary actions in the Fiscal Division.
  • Responsible for establishing priorities, goals, and direction for the Fiscal Division. Responsible for all internal communications, employee morale, and work unit performance within the division.
  • Collaborates with the Chief Fiscal Officer to ensure financial policies, procedures and systems, including ancillary sub-systems (cost accounting, payment processing, funds deposit, vehicle management, asset inventory), license sales, inventory, and accounting systems comply with state and federal requirements and meet the needs of agency personnel and sportspersons.
  • Oversees the development and revision of Fiscal Division regulations, policies and operating procedures in compliance with state and federal laws, regulations and policies.
  • Responsible for the Fiscal Division budget.
  • Serves as a member of the Department’s executive leadership team, which collectively addresses agency challenges and priorities. Provides counsel and advice to the Director, Deputy Directors, and other members of the agency’s leadership team.
  • Attends and participates in Wyoming Game and Fish Commission meetings. Makes presentations to the Commission. Confers with members of the Commission on regulations, policies and other issues facing the Commission and agency.
  • Represents the Department at legislative meetings by testifying and offering expertise and information regarding financial and licensing issues.
  • Collaborates with the Chief Fiscal Officer to ensure that reporting, publishing and dissemination of financial information meet state and federal requirements. Provides financial information as needed to the Director’s Office, Commission, senior leadership team, employees and the public.
  • Serves on and oversees the operations of the License Review Board, which reviews all sportsperson requests for license refunds or reservations of a license for the next year.
  • Oversees the department’s electronic licensing system used by employees, license-selling agents, and the public to apply for or purchase licenses, permits, stamps, tags, and preference points.
