Position OverviewThe Construction Surveillance Technician (CST I) provides day-to-day physical and procedural security oversight in support of Sensitive Compartmented Information Facility (SCIF) and Special Access Program Facility (SAPF) construction efforts. The CST I supports secure construction activities by monitoring work sites, enforcing security procedures, identifying risks, and documenting construction processes to ensure compliance with Intelligence Community and DoD security standards. This is an entry- to early-career role, operating under the direction of a Site Lead or Senior Security Representative.
Key Responsibilities- Provide continuous on-site security monitoring of SCIF and SAPF construction activities
- Assess, identify, and communicate recommendations for improvements to security policies, procedures, or systems
- Identify and report threats, vulnerabilities, and potential risks associated with secure construction environments
- Draft security incident reports and assist with briefings for government and civilian stakeholders, including military leadership
- Manage uniformed escort personnel and maintain required escort and access logs
- Assign, brief, and train escorts on site security duties
- Ensure timely reporting of security incidents to the Site Lead
- Follow and enforce customer Standard Operating Procedures (SOPs) at all times
- Perform miscellaneous administrative and security support tasks as directed by the Contractor Site Lead and/or Senior Security Representative
- Conduct inspections of materials delivered for use in the construction of secure spaces
- Photograph, observe, and continuously document construction activities to support final SCIF/SAPF accreditation packages
- 1–2 years of related experience in security, construction surveillance, physical security, facility security, or a related field
- Experience may include military service, government contracting, construction site security, or facility access control
- Bachelor’s degree (any discipline) may substitute for up to 4 years of experience
- Associate’s degree may substitute for up to 2 years of experience
- Security certifications may substitute for experience as follows:
- Security Fundamentals Professional Certification (SFPC): counts toward up to 3 years of experience
- Special Program Security Certification (SPSC): counts toward up to 5 years of experience
- Must complete DoD SAPCO-approved SAPNP training if performing personnel security functions
- Must complete Combatting Trafficking in Persons (CTIP) training
- Must complete the following within the first 30 days of hire:
- CDSE STEPP ICD 705 Physical Security Construction Requirements for SAP course
- Site-required safety training and certifications, which may include:
- OSHA 10 Construction Safety
- OSHA Fall Protection
- OSHA Confined Space
- Familiarity with Intelligence Community Directive (ICD) 705, including SCIF and SAPF construction and accreditation requirements
- Experience supporting SCIF, SAPF, or other controlled-access facilities
- Prior exposure to government, DoD, or Intelligence Community environments
