Construction Surveillance Technician's I

Construction Surveillance Technician's I primary function is to provide day to day security in support of Sensitive Compartmented Information Facility (SCIF) & Special Access Program (SAP) construction efforts. If you have experience providing oversight of a facility, performing things such as access control or surveillance functions, this job may be a match for you. A CST's role has many similar job functions and experience in the access control and security guard roles are helpful in a CST role, however it is more than that.

Training in ICD-705 is preferred but we can train right individuals that have the minimum foundation to perform this role. (At minimum, in lieu of ICD-705, individuals are expected to have understanding of construction and rudimentary understanding/ability to read blueprints, schematics, etc.) Additionally, you must have at least an active (in scope) SECRET security clearance to qualify.

Performance shall include:

  • Assesses, identifies and communicates recommendations for improvements of policies, procedures, or systems.
  • Identifies threats, vulnerabilities, and potential risks.
  • Drafts security incident reports and briefs government and civilian agencies including military senior leaders.
  • Manages uniformed escort personnel and associated logs; assigns, trains, briefs site security duties and ensures timely reporting of security incidents to site lead.
  • Follow and enforce customers' Standard Operating Procedures (SOP)
  • Perform miscellaneous administrative support functions as directed by the contractor site lead and/or the Senior Security Representative
  • Shall conduct inspections of materials being delivered for utilization in construction of secure spaces.
  • Will photograph and continuously monitor the construction of secure spaces and document all steps in order to support final accreditation packets.

Education

  • Bachelor's degree is desired and counts towards 4 years of experience. Associates degree counts towards 2 years of experience.

Required Experience

  • 1+ years related experience
  • Security Fundamentals Professional Certification (SFPC) counts towards 3 years of experience.
  • Special Program Security Certification (SPSC) counts towards 5 years of experience.
  • Maximum equivalent experience for SPED Certifications is no more than 5 years.

Desired

Experience:

  • Knowledgeable on Intelligence Community Directive (ICD) 705 (on SCIFs and compliance with uniform IC physical and technical security requirements).
  • Other Requirements:

    • Complete additional safety training and/or certification as required by local site (i.e., OSHA 10 Construction Safety, OSHA Fall Protection and OSHA Confined Space) within the first 30 days of hire.
    • Must obtain CDSE STEPP ICD 705 Physical Security Construction Requirements for SAP course completion within the first 30 days of hire.

    Security Clearance:

    • Must have a Secret clearance to start and be willing and able to obtain up to a TS/SCI with CI polygraph.
