Description

Cen Core is seeking a Construction Surveillance Technician (CST) Trainer to support secure construction and physical security operations in Cheyenne, WY. This role oversees training, compliance, personnel qualification, and operational readiness programs for teams supporting secure construction environments. The CST Trainer develops and delivers structured training, conducts field evaluations, maintains audit-ready records, and ensures personnel meet customer, contractual, and U.S. Government requirements.

This position requires close coordination with customer representatives, site leadership, and internal management to maintain high standards of security performance and mission support.

Key Responsibilities
  • Develop, coordinate, and deliver initial, recurring, sustainment, refresher, field, on-the-job, and compliance-based training for personnel supporting secure construction and security operations.
  • Maintain expert knowledge of Construction Surveillance Technician (CST) and Site Security Manager (SSM) duties within secure construction environments.
  • Apply ICD 705 standards and secure facility construction requirements to training content, field evaluations, and compliance oversight.
  • Evaluate personnel performance through field observations, on-the-job training reviews, coaching sessions, and remedial instruction.
  • Ensure personnel comply with customer policies, contractual requirements, standard operating procedures, approved training curricula, and U.S. Government security requirements.
  • Maintain accurate records for training, certifications, licensing, qualifications, compliance status, and audit-ready program documentation.
  • Support internal and external audits, inspections, assessments, and compliance reviews related to training and operational readiness.
  • Provide training metrics, compliance updates, and program status reports to customer representatives and internal leadership.
  • Travel to assigned locations to conduct training, assess service delivery, evaluate personnel performance, and assist with operational issue resolution.
  • Safeguard classified, sensitive, and proprietary information in accordance with customer and U.S. Government security requirements.
Required Qualifications
  • Active TS/SCI with CI Polygraph required.
  • Valid U.S. Passport Book or Passport Card required.
  • Experience as a Construction Surveillance Technician, CST Trainer, Site Security Manager, or in a closely related security training or secure construction role.
  • Knowledge of ICD 705 requirements, secure facility construction protocols, and security operations in regulated environments.
  • Experience delivering classroom, field, on-the-job, refresher, or compliance-based training programs.
  • Experience maintaining training records, certifications, qualifications, compliance documentation, and audit-ready program files.
  • Ability to conduct field evaluations, coaching sessions, and remedial instruction based on operational performance needs.
  • Ability to work collaboratively with customer representatives, site leadership, and internal management teams.
  • Ability to travel regularly to assigned locations to support training and operational readiness.
Preferred Qualifications
  • Full Scope Polygraph preferred.
  • Experience supporting government services, classified facility operations, or other mission-critical environments.
  • Familiarity with training compliance metrics, workforce readiness reporting, and personnel qualification tracking.
  • Prior experience supporting security, compliance, or training functions in a high-accountability environment.
  • Secure construction and physical security operations knowledge.
  • Training development, facilitation, and instructional delivery.
  • Compliance monitoring and audit readiness.
  • Field evaluation, coaching, and corrective training.
  • Clear written and verbal communication.
  • Recordkeeping, documentation accuracy, and reporting.
  • Cross-functional coordination with customers, site leaders, and internal teams.
  • Discretion and sound judgment when handling classified, sensitive, and proprietary information.
