Position Summary

ISI-Markon JV (IMJV) is seeking a full-time Construction Administrators (CM-CAs) to support the Department of Veterans Affairs (VA) at the Chicago, IL Jesse Brown VA Medical Center. This role provides construction administration, quality assurance, and project oversight as part of the Electronic Health Record Modernization (EHRM) infrastructure upgrades.

This is a mission-critical onsite role that supports the VA's project team by performing daily field inspections, monitoring contractor progress, reviewing documentation, coordinating with stakeholders, and ensuring work complies with applicable standards, safety requirements, and contract expectations.

Key Responsibilities
  • Perform daily onsite inspections to assess progress, quality, safety, and compliance.
  • Document deficiencies and omissions; track corrective actions until resolved.
  • Provide clear, detailed daily and weekly reports to project leadership.
  • Maintain project documentation and ensure accurate, timely updates to VA systems.
  • Review and comment on submittals, RFIs, and shop drawings.
  • Assist in evaluating change order proposals and construction modifications.
  • Review construction schedules and identify delays or corrective actions.
  • Review monthly pay applications to verify accuracy of billed work.
  • Support compliance with VA construction standards and safety protocols.
  • Attend and document weekly and biweekly construction meetings.
  • Use construction management systems such as Plan Grid or similar tools.
  • Utilize Microsoft Office, SharePoint, and scheduling tools such as Primavera P6.
  • Minimum Qualifications
    • High school diploma/GED with at least 5 years of relevant construction administration experience.
    • Experience reviewing submittals, RFIs, pay applications, and construction schedules.
    • Proficiency in construction management software (Plan Grid, Bluebeam, Procore, P6).
    • Ability to obtain and maintain a Public Trust (NACI).
    • Applicants must be U.S. citizens, lawful permanent residents, or other non-U.S. citizens lawfully authorized to work in the United States without employer sponsorship, must have at least three (3) years of U.S. residency, and must be able to successfully obtain and maintain a VA PIV credential.
    Preferred Qualifications
    • Bachelor's Degree in engineering, construction management, architecture, or related field.
    • Prior VA, DOD, or federal healthcare construction experience.
    • Knowledge of VA TIL Standards, QASP/QMP requirements, and EHRM infrastructure.
    • Experience supporting commissioning, testing, and technical documentation.
    Physical / Work Environment
    • Full-time onsite at Chicago, IL Jesse Brown VAMC
    • Standard 40-hour work week; evening/night work may be required.
    • Ability to conduct field inspections and navigate active construction areas.
    • Must be required to occasionally move and lift 20-30 pounds.
    • Must be able to remain in a stationary computer position for extended periods of time.
    • Must be able to walk up to 1.5 miles per day between buildings.
    • Must be able to stand for extended periods
    • Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards.
