JOC Estimator​/Project Manager

Paul Borg Construction Company is seeking an experienced Estimator/PM with Job Order Contracting (JOC) experience to join our growing team.

Key Responsibilities include:

• Prepare budgets, cost estimates, and detailed cost proposals, including JOC task orders
• Review and analyze subcontractor and vendor bids for accuracy and completeness
• Solicit and evaluate subcontractor quotes; negotiate, award, and write subcontracts
• Conduct post-bid risk mitigation and maintain bid/proposal records
• Review construction drawings, specifications, and project scopes to develop detailed scopes of work and cost breakdowns
• Utilize JOC pricing systems, unit price books, and cost databases to develop accurate pricing

• Coordinate permit applications, submittals, and approval processes
• Develop and maintain detailed project schedules; manage shop drawing/submittal schedules, RFIs, and change order processes
• Coordinate and conduct required project meetings
• Collaborate with project managers, superintendents, and clients during proposal and scope development
• Establish and monitor project goals; prepare project projections

• Review job costs, billings, and pencil draws for pay applications
• Ensure required inspections are performed; enforce quality control and safety procedures
• Identify cost-saving opportunities and value engineering options
• Review closeout documentation and maintain accurate project records

• 3+ years of JOC contract estimating experience
• Experience with Gordian estimating software and construction cost databases
• Ability to read and interpret construction drawings, specifications, and scopes
• Strong understanding of unit price estimating and JOC contract procedures
• Familiarity with the Chicago-area subcontractor market and pricing
• Strong analytical, communication, and organizational skills with the ability to manage multiple estimates and deadlines simultaneously
