SummaryAs a Contract Specialist you will serve as a senior Contracting Officer planning and managing highly specialized procurements. You will have unlimited signatory authority, develop complex long‑range procurement policies, and provide expert guidance on acquisition strategy.

- Perform procurement planning for large‑scale systems, components, equipment, and services. Develop procurement objectives, competition range, contractual strategy, and life‑cycle plans.
- Prepare determinations, findings, solicitation documents, and conduct pre‑proposal conferences. Analyze contractor proposals and make competitive range determinations.
- Serve as principal advisor to program officials, represent the agency on nationwide procurement teams, and resolve complex procurement issues.
- Direct contract administration actions, including termination, modifications, disposition of claims, and exploration of innovative contracting approaches.
- Provide expert technical guidance and policy interpretation across contracting activities.
- US Citizenship or National (Residents of American Samoa and Swains Island).
- Meet all eligibility criteria within 30 days of the closing date.
- Register with Selective Service if applicable.
- Direct deposit of salary check required.
- Obtain authorization from OPM for any job offer if you have held a political Schedule A, C, or non‑career SES position within the last five years.
- Serve a one‑year probationary period if required.
- Pass a Tier 2 background investigation.
- Verify identity and work status via e‑Verify and resolve any discrepancies.
- Complete a financial disclosure report to verify no conflict of interest.
- Obtain and maintain Fac‑C (Professional) certification.
- Be warrantable and hold signature authority as a senior contracting officer.
- Provide exact dates and hours per week for each job on your resume.
- Have at least one year of specialized experience equivalent to GS‑13 in the Federal service or the requisite combination of education (bachelor’s degree with 24 semester hours in specified fields) and training (FAC‑C or DoD Contracting Professional Certification).
- Possess strong oral, written, and relationship‑building skills demonstrated through experience with complex contracts and procurement policies.
- Hold or be able to obtain a senior‑level warrant and signature authority.
