Consultant Roster – Civic Engagement (U.S. Domestic Opportunities)

Location: Bethesda, MD

Democracy International (DI) is seeking to build a stable of subject matter experts and technical consultants to engage on future anticipated opportunities with local and state government clients in the United States.

We invite submissions from experienced practitioners in public participation, community engagement, historical and cultural education, constituency activation, conflict mediation, restorative justice, public-government dialogue, and related areas of work.

This is an opportunity to be included in DI’s stable of experts. The selection for specific assignments and contracting is contingent upon funding.

Essential Scope of Work

Specific assignments may include any of the following, or similar, tasks:

  • Conduct stakeholder asset mapping and develop outreach and engagement strategies
  • Assist clients with direct community outreach and feedback analysis
  • Coordinate assigned stakeholder groups, committees, or alliances
  • Facilitate participatory community engagement and cohesion events (public meetings, town halls, co-design sessions, visioning workshops, restorative circles, etc.)
  • Design and facilitate consensus building activities for policy advancement
  • Facilitate cross-cultural events and learning opportunities
  • Design and lead capacity building activities for community organizations and grassroots groups
  • Provide professional coaching and mentoring support to project teams
  • Work collaboratively with DI’s Public Sector Behavior and Innovation Team to develop and implement evidence-based public engagement tools and approaches
  • Advance community trust and participation in public events at the local level
Qualifications and Experience

Required:

  • At least five years of experience developing and facilitating public participation activities in the United States related to the SOW above
  • Proven ability to build trust-based community relationships and sustain them over time
  • Experience utilizing principles of cross-cultural communication and adult learning in public engagement activities

Preferred:

  • Experience leading or facilitating civic engagement and trust-building activities in the DC/Maryland/Virginia area communities
  • Strong connections with community organizations in the Washington D.C. area and surrounding jurisdictions
  • Experience providing public participation support to local and state government agencies in the U.S.
  • Experience with the IAP2 Public Participation framework; certification a strong plus
  • Specialized training or professional certifications in facilitation or coaching
