General Statement

Under direction, assists in the implementation of the District's affirmati­ve action policies to ensure compliance with federal, state and district affirmative action and equal employment opportunity laws, regulations and requirements.

Essential Job Functions

  • Conducts detailed reviews of Minority, Women‑owned and Small Business Enterprises identified to participate in District contracts and prepares related reports.
  • Attends pre‑construction meetings providing information regarding affirmative action and informs contractors of review process.
  • Attends pre‑bid meetings, provides information regarding affirmative action requirements and responds to inquiries.
  • Reviews contract agreements between contractors and Minority, Women‑owned and Small Business Enterprise sub‑contractors and ensures adherence to requirements.
  • Conducts compliance reviews; participates in construction site visits, interviews and head‑counts; audits documentation and ensures compliance with affirmative action requirements.
  • Conducts meetings to investigate affirmative action disputes; participates in hearings as necessary.
  • Acts as a liaison between the District and community and business organizations; participates in community outreach functions disseminating information and responding to inquiries.
  • Assists in monitoring the apprenticeship program for compliance with affirmative action requirements.
Other Job Functions
  • Reviews existing affirmative action programs and recommends revisions to affirmative action ordinances.
  • Participates in a variety of special projects such as purchasing programs and special liaison assignments.
  • Performs other duties as assigned.
Environmental Conditions

Work is performed in a typical office environment and requires the use of standard office equipment including computers. Duties performed outside of the office, such as meetings and site visits, require the operation of a motor vehicle.

Desirable Knowledge,

Skills and Abilities
  • Knowledge of federal and state equal employment opportunity, affirmative action, and minority business enterprise laws, regulations, and executive orders.
  • Some knowledge of the principles, practices and procedures of modern office management.
  • Basic mathematical skills.
  • Basic skills in statistical methods related to contract compliance assessment.
  • Ability to solve sensitive problems through the interpretation and use of existing ordinances and policies.
  • Ability to develop and complete assignments, studies and reports from general outline assignments.
  • Ability to maintain effective working relationships with contractors, district personnel, and other contacts.
  • Ability to express oneself clearly and concisely, orally and in writing.
Absolute Requirements

Possession of a valid driver's license.

Minimum Qualification Requirements

Graduation from a four‑year accredited college or university majoring in business or public administration, construction management or a field involving the review of affirmative action programs for compliance with state and federal regulations.

Substitution

Experience in monitoring and reviewing affirmative action programs for compliance with state and federal regulations may be substituted for the required education on a year‑for‑year basis.

Promotional Requirement
  • Possession of a bachelor's degree in business or public administration, construction management or a field involving the review of affirmative action programs for compliance with state and federal regulations.
  • One year of service with the District as a Senior Administrative Specialist, Secretary, Human Resources Assistant, Administrative Assistant, Investigator, or Legal Assistant; or two years of such service as an Administrative Specialist.
  • Civil service status in one of the foregoing classifications.
