Job Description

Under the direction of the Budget Director or their designee, the Payroll Manager is responsible for all financial activities specific to payroll administration for the Juvenile Probation and Court Services Department, including processing new employees, bi-weekly payroll processing, troubleshooting and correcting payroll problems and inquiries, preparing and submitting payroll subsidized vouchers, processing promotions and separations, reviewing and resolving benefits including paid time off (PTO) and general inquiries regarding payroll for current and past employees.

  • Ensure compliance with policies, departmental procedures, and collective bargaining agreements as it applies to time and record keeping.
  • Create employee profiles, maintaining up-to-date information and employee data within County and Department record keeping systems.
  • Assist employees with self-enrollment in county-wide insurance benefits including health, life, and dental.
  • Complete employment verifications.
  • Conduct New Employee Orientation (NEO) for new and transfer employees and return from leaves; conduct exit interviews when necessary.
  • Conduct department-wide training on Cook County Time (CCT) time and attendance system and communicate system updates and changes department-wide.
  • Provide assistance to the Administrative Services Section with monthly, quarterly and annual department and unions report preparation.
  • Prepare weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.) for management and union distribution.
  • Calculate benefit time (PTO), return to work seniority adjustments, pay raises, shift-differential payments, overtime and/or compensatory time for employees and approve time-off requests.
  • Serve as a liaison between the department and other agencies to address payroll, benefits, leave of absence and pension issues.
  • Work closely with Leave Coordinator for employees on ordinary disability, workers’ compensation, FMLA, military leave and other relevant leaves. In the absence of the Leave Coordinator, create leave of absence cases in the CCT system; monitor employee compliance with the parameters of such leave. Assist with position budgeting by preparing open position lists, requests for hire, allocations within budgeted programs and monthly invoice vouchers.
  • Provide assistance to the Administrative Services Section in reviewing compensation, salary structure, labor contract compliance, interpretation and other issues.
  • Work closely with County Comptroller and Budget Director troubleshooting payroll issues.
  • Maintain current knowledge of applicable state and federal wage and hour laws.
  • Performs all other duties as assigned.

  • Minimum Requirements
  • Establish residency in the State of Illinois within ninety days of hire.
  • Bachelor’s Degree (preferred) from a four-year accredited college or university; or an equivalency of education and experience in processing payroll. (Proof will be required at the time of interview)
  • Minimum of two (2) years of prior experience in any of the following:
    Data Analysis, Finance, Human Resources or payroll processing (will be given preference).
  • Proficiency with Microsoft, including Outlook, Word, Excel, and Database programs.
  • Experience with Oracle and Work Force (Cook County Time – CCT) will be given preference.
