Job Description Summary

We are seeking a visionary engineering leader that is passionate about mobile Dev Ops and continuous delivery to lead a Mobile Dev Ops Engineering team. The Mobile Dev Ops (MDO) organisation is responsible for the CI/CD pipelines and infrastructure that support over 300 engineers across Pay Pal, Venmo, Xoom, and iZettle. This role specifically oversees the pipelines and infrastructure for Pay Pal mobile applications for iOS and Android platforms.

The incumbent will drive operational hygiene, roadmap management, and the health of development pipelines that directly support engineering productivity and experience.

Essential Responsibilities

• Directly manage software development projects (including programme management) and execution through individuals contributors, and may lead project teams across platforms or groups.

• Implement processes to drive strong operational hygiene for all components and systems within their group.

• Deliver projects with quality and timeliness that impact their domain and potentially one other.

• Manage the roadmap for a scrum team responsible for technical issues of diverse scope, analysing current business or technological trends.

• Communicate technical issues with non‑technical audiences.

• Analyse multiple sources of information and identify & resolve complex technical, operational, and organisational problems relating to software development.

• Collaborate with direct team, managers in the organisation, stakeholders such as Product Owners & PMO.

Expected Qualifications

• 5+ years relevant experience and a Bachelor’s degree OR any equivalent combination of education and experience.

Additional Responsibilities

• Lead a distributed team of Dev Ops engineers across San Jose, California, Mexico, Bangalore, and Chicago, setting a clear vision and strategy for Pay Pal mobile application delivery pipelines.

• Collaborate with stakeholders and management to plan and define roadmaps for mobile build infrastructure, automation, and deployment processes, providing regular weekly status updates on project deliverables.

• Champion engineering excellence through robust scrum practices, establishing effective sprint cadences, ceremonies, and delivery rhythms.

• Drive operational excellence by implementing comprehensive observability solutions, monitoring, alerting, and SLA management to ensure pipeline reliability and performance.

• Oversee engineering standards by which mobile teams at Pay Pal build, test, and deploy applications at scale, advocating best practices in pipeline automation, build optimisation, security scanning, and release management.

• Provide hands‑on technical guidance to engineers on the team as they tackle complex challenges.

• Work closely with Platform Engineers and mobile engineering teams to support their day‑to‑day development needs, partnering with security, infrastructure, and product teams to enable mobile teams to move quickly and deploy confidently.

• Frame solutions in terms of enabling faster, safer releases that improve customer experience, understanding the mobile Dev Ops landscape and what "good looks like" across existing tools and methodologies.

Additional Qualifications

• Proven experience in senior leadership roles within software engineering overseeing mobile Dev Ops, CI/CD pipelines, or mobile platform engineering.

• Strong background in iOS or Android development, with deep understanding of mobile development workflows, build processes, and deployment challenges.

• Demonstrated expertise in engineering and operational excellence, implementing and leading agile/scrum practices, sprint planning, retrospectives, and continuous improvement initiatives.

• Strong experience with observability platforms, monitoring, logging, and alerting systems.

• Experience leading geographically distributed teams across multiple regions and time zones.
