Property Manager CHA – Edgewater at Hispanic Housing Development Corporation
Under the direction of the Property Supervisor, the Property Manager is responsible for the overall operation of the properties assigned and the day‑to‑day implementation of policies, procedures, and programs that ensure well‑managed, well‑maintained buildings within established operating and fiscal policies while assuring compliance with regulatory agencies and investors. This includes developing a supportive environment for residents, sound fiscal management, acceptable occupancy levels, and maintaining clean buildings and grounds.
Job Duties- Maintain the Physical Asset
- Work closely with the Maintenance Supervisor to monitor and schedule maintenance work (e.g., work orders, repairs) and ensure timely completion
- Approve rotating schedule of personnel for emergency maintenance
- Conduct follow‑up inspections of maintenance work and survey resident satisfaction
- Inspect site grounds and common hallways daily
- Monitor and approve make‑ready status of vacant apartments
- Assist in yearly unit and site inspections
- Recommend expenditures within budget allocations for physical repairs, replacement, and major improvements
- Evaluate maintenance operations for efficiencies or areas for cost savings
- Ensure any construction‑related problems are corrected
- Handle emergencies promptly and notify HHDC corporate staff
- Oversee Safety and Security
- Oversee Marketing and Leasing
- Maintain Resident and Community Relations and act as liaison and advocate on behalf of residents to public and private agencies
- Produce financial reports and maintain control
- Manage on‑site staff and supervise duties
- Perform other duties as assigned
- High school diploma (minimum); college degree in Urban Planning, Business, or related field preferred
- 5+ years property management experience in a not‑for‑profit, real estate development, construction, or Property Management company; experience managing affordable housing Section 8, LIHTC, and/or public housing required
- Ability to obtain an AMP Leasing Certificate within 6 months if required by state
- Ability to obtain required affordable housing program certifications within 6 months (e.g., Public Housing Management, Senior Housing Management, RAD PBV, LIHTC)
- Ability to obtain UPCS Inspection Certification within 6 months
- Knowledge of fair housing regulations
- Goal to obtain IREM Accredited Residential Manager (ARM) designation
- Excellent customer service skills with the ability to interact with a diverse group of personalities
- Computer literacy (MS Office Suite and property management software)
- Basic math, strong attention to detail, high organizational skills
- Strong time management and supervisory skills
- Excellent oral and written communication skills
- Valid driver’s license, vehicle, insurance, and good driving record
- Fluency in written and spoken English/Spanish is a plus
