Scion Nonprofit Staffing has been engaged to conduct a search for an Interim Director of Housing Programs for a mission-driven nonprofit organization providing critical housing and supportive services to individuals and communities. This is a temporary, hybrid opportunity requiring two days per week onsite, typically Tuesdays and Thursdays. The assignment is anticipated to continue through December 31, 2026, with an ASAP start.
POSITION OVERVIEW:
The Interim Director of Housing Programs will provide strategic and operational leadership across a portfolio of housing programs, ensuring strong program performance, regulatory compliance, and effective service delivery. This individual will oversee housing strategy, staff leadership, budgeting, contracts, funder relationships, quality assurance, and external partnerships while advancing several high-priority initiatives. The ideal candidate brings deep HUD housing program expertise and is a confident, collaborative leader who can quickly assess needs, strengthen operations, and build relationships across teams and partner organizations.

RESPONSIBILITIES:
- Provide strategic and operational leadership across housing programs, including budgeting, contracts, funding requirements, departmental processes, quality assurance, and external partnerships.
- Lead implementation of NSPIRE across HOPWA and HUD Continuum of Care programs, ensuring effective implementation and ongoing compliance.
- Develop and execute strategies to increase utilization of housing subsidy programs and strengthen overall program performance.
- Lead onboarding of new Supportive Housing partner agencies and cultivate strong relationships with funders, community partners, landlords, and cross-agency stakeholders.
- Establish a landlord review process within the System for Award Management (SAM) and support broader housing compliance and funding initiatives.
- Supervise, coach, and develop housing leaders while collaborating across departments to advance organizational housing strategy and priorities.
QUALIFICATIONS:
- Significant leadership experience within housing, health, social services, or a related environment, including demonstrated success overseeing complex housing programs and teams.
- Advanced knowledge of HUD Tenant Based Rental Assistance (TBRA) programs, with familiarity across HOPWA, HUD Continuum of Care (CoC), NSPIRE, housing subsidy programs, and related compliance and funding requirements.
- Strong people and operational leadership capabilities, including staff development, budgeting, contracts, funder relationships, and cross-agency partnerships.
- Exceptional organization, time management, strategic thinking, attention to detail, and ability to effectively manage multiple priorities.
- Excellent communication, presentation, public speaking, networking, and relationship-building skills.
COMPENSATION AND BENEFITS:
This temporary position offers a competitive pay rate of $55–$62 per hour, based on experience and qualifications. The initial assignment is anticipated to continue through December 31, 2026, and the organization will provide equipment for the role.
