Under direction, designs, plans, and produces geographic information using automated Geographic Information System (GIS) mapping systems; organizes and administers the City's GIS projects and activities, including field data collection, web-based GIS applications, and database analysis in a manner consistent with City policy; provides training to other employees in GIS software use; collaborates with internal staff in the planning, development, testing, and implementation of GIS applications;

provides GIS services to other City departments and outside agencies; performs complex analysis of GIS related computer applications; and performs related duties as assigned.

Supervision Received and Exercised

Receives direction from assigned supervisory or management personnel. Exercises no direct supervision over staff.

This journey level classification is responsible for independently performing professional duties relating to the development, implementation, and support of computer mapping, graphics, and relational database applications, and the information technology structure on which these applications run. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

Responsibilities
  • Create, maintain, and perform quality control on GIS datasets and spatial databases to ensure data accuracy, integrity, and multi-user access.
  • Develop and maintain GIS documentation including metadata, data dictionaries, and standard operating procedures for datasets, workflows, and applications.
  • Input and manage City infrastructure and asset data into GIS layers from engineering drawings, recorded maps, aerial imagery, and CAD files; update and perform quality control of GIS data.
  • Query data to provide answers to staff and the public; correct inaccurate or missing information as discovered; analyze and compile spatial information to support decision making.
  • Build and configure interactive web applications (e.g., ArcGIS Online, Experience Builder) for public and staff use.
  • Deploy, support and troubleshoot mobile data collection tools (e.g., Field Maps, Survey
    123) for field crews.
  • Design and produce high-quality maps, spreadsheets, and spatial data displays for City staff, outside agencies, city council presentations, public hearings, and departmental reports.
  • Develop and implement queries, scripts, and automated workflows of moderate complexity to support GIS data management and analysis.
  • Work with Planning, Police, Fire, Engineering, and other City departments to identify spatial needs and streamline operational workflows.
  • Interface with third-party software vendors to manage licensing and data acquisitions.
  • Provide real-time mapping support for emergency management services.
  • Serve as a technical resource for City staff in the setup and implementation of GIS-related applications; provide training and guidance to City staff on GIS tools, data, and workflows.
  • Manage project timelines and report status of tasks to supervisors to ensure task completion within established time frames; attend project meetings to discuss goals, progress, and issues.
  • Stay abreast of new trends and innovations in GIS; research emerging products and enhancements and their applicability to City needs.
  • Observe and comply with City and mandated safety rules, regulations, and protocols.

Knowledge Of
  • ESRI ArcGIS Pro, ArcGIS Online (AGOL) software and applications;
  • ArcGIS Enterprise (Portal) platform, including basic app configuration, web map publishing, and enterprise geodatabase management;
  • Principles, practices, and techniques of geography, cartography, and map projections;
  • GIS applications, scripts, and utilities using applicable program knowledge, tools, and hardware;
  • Applicable scripting languages used in GIS workflows, including Python, R, and Arcade;
  • Data editing, analysis, querying, and conversion within ESRI ArcGIS software;
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility;
  • City and mandated safety rules, regulations, and protocols;
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff;
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed;
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
