Position: Assistant Registrar of Voters 2026-064

SUMMARY

The City of Chicopee’s Registrar of Voters is looking to hire an Assistant Registrar of Voters. This position is responsible for registering new voters, listing of residents, preparation of election materials and issuing various certificates. Must acquire in-depth knowledge of State and Federal Election Laws. This person is also subject to the same obligations and penalties as the Registrars (MGL Ch.

51, Sec 22-25). As this office is a Passport Acceptance Facility, the assistant registrar assists in receiving and forwarding passport applications to the appropriate passport agency for processing.

ESSENTIAL DUTIES INCLUDE
  • Receives, processes and maintains affidavits of voter registration from the general public, RMV, public assistance agencies, by mail, from other cities and towns and online.
  • Participates in special registration sessions and in registering voters in health care facilities.
  • Sends acknowledgement notices to voters and transmits electronically or by mail copies of registration to election officials in the city, town or state where the voter was previously registered.
  • Sends confirmation notices to every voter who does not answer annual census.
  • Changes voter's name, address, or party enrollment upon written request or when notified by other agencies.
  • Removes voter's and resident's name for a cause.
  • Issues party enrollment and provides proof of residency for veterans' benefits, Social Security Administration, use of Chicopee landfill and RMV.
  • Prepares census materials, processes census questionnaires and trains census takers.
  • For elections: verifies names on nomination papers and petitions, processes absentee voters applications, updates records of early voters, prepares voters lists to be used at the polls, assists poll workers, reinstates voters whose names do not appear on the voting list.
  • Upon request, delivers ballots and supervises absentee voting at designated health care facilities.
  • Assists Board of Registrars in conducting election recounts.
  • Keeps track of voting history of voters and removes inactive voters who fail to vote in two consecutive biennial state elections.
  • Provides assistance to Federal Census Bureau by supplying residential addresses.
  • Changes all voter and registration records following every re-districting.
  • On occasion, picks up or delivers various office materials.
  • Handles over-the-counter, telephone and e‑mail inquiries, providing information and assistance to the general public, businesses and various agencies.
  • Accepts new passport applications, takes photos and assists with passport renewals.
  • Track passport transmittal data to ensure timely delivery.
  • Assist people researching ancestry.
  • Performs other related duties requested by the Board of Registrars.
QUALIFICATIONS
  • Minimum of 1 year of office experience required.
  • Knowledge of office procedures, and MS Word, Excel and Outlook.
  • Ability to handle numerous and sometimes difficult phone calls.
  • Must be a registered voter in MA.
  • Must possess Class D driver’s license.
  • Must obtain certificate to become Passport Acceptance Agent and renew certification annually.
  • Ability to read and comprehend simple instructions, short correspondence, and memos.
  • Ability to effectively present information in one‑on‑one and small group situations to residents and other employees or organizations.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals.
  • Ability to compute rate, ratio and percentages.
  • Ability to apply common sense understanding to cany out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in different situations.
