Certifications/Licenses

Required:

Bachelor's Degree in Civil Engineering or Environmental Science, or closely related discipline, Valid Massachusetts Class D Driver's License, Grade 2 Water Treatment Operator license as issued by the Massachusetts Board of Certification of Drinking Water Operators or the ability to obtain within one (1) year

SUMMARY

The City of Chicopee’s Department of Public Works’ Water Division is hiring an Assistant Superintendent/Engineer who will be responsible for oversight of the water division in the absence of the Water Superintendent. This position requires strong Engineering skills in the office as well as in the field, personnel management, and compliance reporting to state and federal agencies. The Assistant Superintendent provides support to the Water Superintendent with supervisory guidance, direction, participation, and skilled technical expertise in the operation and maintenance in all areas of the Drinking Water division of the DPW including but not limited to the drinking water distribution system and appurtenances and the drinking water treatment facility in accordance with all applicable Local, State, and Federal regulations.

ESSENTIAL

DUTIES INCLUDE:
  • The Assistant Superintendent responsibilities include supporting the Water Superintendent with overseeing all aspects of the drinking water supply, and to maintain compliance with all entities such as the Massachusetts Department of Environmental Protection, the Environmental Protection Agency and Massachusetts Water Resource Authority.
  • Assist with preparing and submitting timely reporting in regards to deadlines as established by the US EPA, Massachusetts Water Resource Authority, and Massachusetts Department of Environmental Protection.
  • At the direction of the Water Superintendent, plan, organize, and direct staff on "field operations" necessary for all "in-house" construction projects, on a daily basis.
  • Review, for the Water Superintendents' approval, "Preliminary Sub-Division Plans" and "Definitive Sub-Division Plans" as submitted to the City of Chicopee.
  • Coordinate construction projects with the appropriate State agencies and/or private contractors hired by the city to perform construction services. (Projects to include water main replacement and installation, road reconstruction impacting the Water system, etc.)
  • Assist in the development, design and implementation of the yearly capital project/water system improvement program as outlined by the DPW Superintendent, Water Superintendent and Water and Sewer Commissioners (design utilizing Water Department base maps in AutoCAD).
  • Implement the Water Department "Shut-off Policy" as passed by the Water and Sewer Commission.
  • Responsible for updating the Chicopee Water Department "Material Specifications and Construction Standards" to incorporate changes to meet AWWA standards and to reflect currently accepted engineering practices and construction methods.
  • Responsible for preparation of bid specifications for materials used by the Water Department.
  • Implement on an ongoing basis, the recommendations in the ISO report of 1998, including but not limited to the setting up the database documentation of hydrant maintenance records.
  • Prepares data required to complete the Water Supply Statistical Report submitted yearly to the Department of Environmental Protection as required by Law.
  • Must have knowledge ofICS (Incident Command Systems) and emergency response guidelines and will apply these to update the Water Department's Emergency Response Plan as submitted to the Department of Environmental Protection.
  • Must be available for emergency response nights and weekends.
