City of Chicopee’s Department of Public Works – Engineering Department is hiring an Assistant City Engineer. This professional engineering and administrative position requires strong engineering skills and personnel management in the office and in the field. The Assistant City Engineer assists the City Engineer with department operations and is responsible for overseeing the management of citywide infrastructure construction programs, coordinating efforts with contractors, developers, City / State / Federal Departments, public and private utilities, and ensuring construction efforts are within specification tolerances and contract plans.
The position takes the lead on in-house design of roads, site work, utilities, and various other infrastructure improvement projects, complete with plans, specifications, and cost estimates, following sound engineering principles and practices as well as conformance with City and State standards.
- Staff development and training in all areas of departmental functions concerning engineering principles and processes.
- Assume the lead on planning, organizing, and directing departmental staff for office and field operations necessary for construction projects designed in-house.
- Prepare contract documents for in-house projects complete with plans and specifications.
- Perform calculations for highway geometry, pavement design, and drainage systems.
- Determine feasibility of proposed designs through site inspection, discussions, and review of available data.
- Recommend alternate methods of construction and materials.
- Develop and implement traffic management plans in support of highway construction and maintenance projects.
- Calculate unit cost for estimates and payment for related construction projects.
- Organize data for payment and generate financial reports of Department of Public Works, other city departments, and elected officials regarding completed construction projects.
- Read and interpret plans, maps, and charts, and draw sketches for preliminary construction plans.
- Direct and oversee the department’s field survey operations and be competent with operation of computerized survey equipment and land surveying principles.
- Compute and plot the major phases of field survey including the balancing of closed traverses and level circuits, reconciling them with the baselines, layouts, and level datum, and checking calculations and drafting of others.
- Determine right‑of‑way through research and on‑site assessment.
- Utilize “field‑to‑finish” CADD capability using current state‑of‑the‑art software and technology.
- Provide technical support and training in the proper techniques of computer‑aided drafting and design as well as general computer procedures for office personnel.
- Instruct and demonstrate the correct performance of tasks and responsibilities, and perform related work as required.
- Assist the City Engineer with review of preliminary and definitive sub‑division plans, site plans for private development, and building permits submitted to the City of Chicopee for approval.
- Coordinate construction projects with the appropriate state agencies and/or private contractors hired by the city to perform construction services.
- Be responsible for the preparation of bid documents for in‑house designed construction projects, as well as bid documents for materials used by the DPW.
- Perform all related duties as directed by the Superintendent of Public Works, City Engineer, and/or other supervising authority.
- Abide by City of Chicopee Health and Safety policies and procedures.

- Bachelor’s Degree in Civil Engineering or closely related discipline.
