Summary
The City of Chicopee’s Department of Public Works – Engineering Division is hiring a Senior Engineer. This is a professional engineering and administrative position that requires strong engineering skills and personnel management in the office and in the field. The Senior Engineer will manage citywide infrastructure construction programs, coordinate efforts with contractors, developers, state and federal departments, and private utilities; determine if construction workmanship meets specifications by inspecting contract plans and specifications on projects such as highways, buildings, sewers, and drains;
design in‑house projects for highways, site‑work, utilities, and other infrastructure improvements with plans, specifications, and cost estimates, all in accordance with sound engineering principals and practice within city and state standards.
- Plan, organize, and direct staff on "field operations" necessary for "in‑house" construction projects.
- Prepare contract documents for in‑house projects.
- Perform calculations for highway geometry, pavement design and drainage systems.
- Determine feasibility of proposed designs through site inspection, discussions, and review of available data.
- Develop and implement traffic control plans in support of highway construction and maintenance projects.
- Calculate unit costs for estimates and payment for related construction projects.
- Organize data for payment and generate financial reports for the Department of Public Works, other City departments, and elected officials regarding completed construction projects.
- Read and interpret plans, maps, and charts, and draw sketches for preliminary construction plans.
- Compute and plot the major phases of a field survey, including balancing of closed traverses and level circuits, reconciling them with the baselines, layouts, and level datum, and checking calculations and drafting of others.
- Operate and maintain computerized survey equipment, set grade stakes, record, and compile engineering data.
- Determine right‑of‑way through research and onsite assessment.
- Utilize field data to finish CADD drawings using current state‑of‑the‑art software and technology.
- Provide technical support and training in proper techniques of computer‑aided design and general computer procedures for office personnel.
- Instruct and demonstrate correct performance of tasks and responsibilities, and perform related work as required.
- Review, for City Engineer approval, "Preliminary Sub‑Division Plans", "Definitive Sub‑Division Plans" and building permits submitted to the City of Chicopee.
- Coordinate construction projects with the appropriate state agencies and/or private contractors hired by the city to perform construction services.
- Maintain the Chicopee Engineering Department "Material Specifications and Construction Standards" and incorporate changes to meet state and federal standards and current engineering practices.
- Prepare bid specifications for materials used by DPW.
- Perform all related duties as directed by the Superintendent of Public Works, City Engineer, and/or other supervising authority.
- Abide by City of Chicopee Health and Safety policies and procedures.
- Perform other duties as assigned per the full job description.
- Bachelor’s Degree in Civil Engineering or closely related discipline – Required with three (3) years’ experience and progressive responsibility in public works operation, construction, engineering, or a closely related field.
- Minimum of an Associate’s Degree in Science and a minimum of five (5) years’ experience in engineering and design of roads and stormwater systems may be considered.
- Massachusetts Class D Driver’s License – Required.
- Strong writing skills – Required.
- Knowledge of basic mathematics, elementary algebra, and plane geometry.
- Knowledge of intermediate to advanced engineering field surveying principles and practices.
- Knowledge of types and uses of equipment used in engineering field surveying.
- Advanced knowledge of terminology, symbols, codes, and standard abbreviations used in civil engineering work.
