Personal Financial Counselor

Providing short‑term, surge and on‑demand coverage to support military personnel and families during deployment events and other operational needs.

• Offer full‑spectrum personal financial counseling services to service members and families at military installations.
• Conduct one‑on‑one counseling, briefings, presentations, and provide referral resources.
• Collaborate with installation and branch points of contact to ensure program scope and needs are met.
• Assist in developing spending plans for extended absences.
• Produce and disseminate informational financial materials.
• Organize, publicize, and deliver classes and workshops covering the military life cycle, including first duty station, pre‑ and post‑deployment, and other relevant events (see DoDI 1322.34).
• Respond to requests for age‑appropriate classes or seminars.
• Utilize virtual counseling and electronic communication modes such as web‑based chat and video teleconference, subject to OSD FINRED authorization.
• Manage duty‑to‑warn situations per DoD protocol.
• Participate in regular supervision, training, quality‑improvement committees, and contract activities.
• Handle additional duties as assigned, in line with the role’s intent.

• Education:
  
  Bachelor’s degree required; associate degree plus 4 years of experience, or high school diploma plus 6 years of experience may be considered.
• Minimum 3 years of financial counseling experience.
• Must be a U.S. citizen and speak fluent English; bilingual English‑Spanish may be required by contract.
• Must be able to obtain a favorably adjudicated Tier 2 investigation.
• Must successfully complete the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• Must hold one of the following certifications:
  Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).
• Driver’s license required.
