Job Summary
The City of Chicopee’s Auditing Department is hiring a Budget Analyst. The Budget Analyst is responsible for the creation and distribution of yearly budget request documents for all Departments, answering all questions pertaining to the budget, attending budget meetings with the Mayor, Auditor, and City Council, and preparing detailed minutes of all City Council Budget hearings. The position requires extensive knowledge of collective bargaining agreements, budget impact, in-depth cost analysis projections for the Mayor, and contract negotiations.

Employment Status: Non-Union, Non-Exempt, Full-Time (40 Hours)
Schedule: Monday - Friday: 8:00 AM - 5:00 PM
Essential Duties- Updates MUNIS files for next year budget entry and prepares projection.
- Reviews all Departmental Budget requests for justification of positions.
- Verifies all salaries and various expenses and specials against Collective Bargaining Agreements.
- Attends budget hearings with Mayor and City Council to provide input and prepare minutes.
- Updates Budget requests based on Mayoral and City Council review.
- Prepares the final budget for distribution to the City Council and Department Heads.
- Other duties assigned by the Auditor.
- Serves as the back‑up Payroll person when the Senior Account Clerk is absent.
- Verifies and maintains all aspects of employee accrual process in Munis.
- Makes all necessary corrections that impact employee accrual files for W2 purposes for Workmen's Compensation and Injured on duty adjustments.
- Verifies all Essential Hiring Forms for job postings to ensure they are in line with Collective Bargaining Agreements and that the requesting Department has available funding for the posting.
- Reviews benefits for incoming and retiring employees as needed and prepares calculations for any necessary salary adjustments due to grievances, court orders, or settlements.
- Maintains longevity records on all employees and prepares municipal longevity payroll.
- Prepares new Union Contract wages scales for employees due July 1st each year.
- Prepares budgetary reports as assigned by the Auditor.
- Assists the Senior Account Clerk in calculation and verification of retro amounts due employees per collective bargaining agreements.
- Associate’s degree in Business or Accounting – preferred.
- Knowledge of and proficiency with computer programs including Munis, Excel, and Word.
- Municipal experience in Payroll and Accounting preferred, particularly with Munis.

Ability to prepare complex formulas, calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages; apply basic algebra. - Reasoning Ability:
