SUMMARY
City of Chicopee’s Auditing Department is hiring a Budget Analyst. The Budget Analyst is responsible for creating and distributing yearly budget request documents for all Departments, answering all budget‑related questions, attending budget meetings with the Mayor, Auditor, and City Council, and preparing detailed minutes of all City Council budget hearings. The analyst also calculates and verifies each Department’s salary budget and other contractual budgetary requirements, stays current on collective bargaining agreements, and provides in‑depth cost‑analysis projections for the Mayor during contract negotiations.
ESSENTIALDUTIES
- Updates MUNIS files for next year budget entry and prepares projections.
- Reviews all Departmental Budget requests for justification of positions.
- Verifies all salaries and various expenses and specials against Collective Bargaining Agreements.
- Attends budget hearings with Mayor and City Council, provides input, and prepares minutes.
- Updates budget requests based on Mayoral and City Council review.
- Prepares the final budget for distribution to the City Council and Department Heads.
- Performs any other duties assigned by the Auditor.

EDUCATION AND/OR EXPERIENCEAssociate’s degree in Business or Accounting. Preferred:
Municipal experience in payroll and accounting with Munis.

- Read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.
- Write reports, business correspondence, and procedure manuals.
- Effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Prepare complex formulas and calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages; apply concepts of basic algebra.
- Define problems, collect data, establish facts, and draw valid conclusions; interpret technical instructions in mathematical or diagram form and handle several abstract and concrete variables.
