Bachelor's Degree in Environmental Science, Civil Engineering, or closely related discipline, Massachusetts Class D License, Requires and/or will earn a Massachusetts GRADE 2T license as an Operator issued by the Commonwealth of Massachusetts Board of Operators of Drinking Water Supply Facilities within six (6) months
The City of Chicopee’s Department of Public Work’s Water Division is hiring a Water Superintendent who will be responsible for the operation and compliance of the municipal public drinking water system, drinking water treatment facility and staff. The Water Superintendent is responsible for the implementation and oversight of the annual budget, attends meetings of the Board of Water and Sewer Commission, City Council, and other governmental agencies.
This position requires strong personnel management skills in the office as well as in the field; and skilled technical expertise in the operation and maintenance in all areas of the Drinking Water division of the DPW, including but not limited to the drinking water distribution system and appurtenances, and the drinking water treatment facility in accordance with all applicable Local, State, and Federal regulations.
DUTIES INCLUDE
- Primarily responsible for the supervision of all aspects of the City's drinking water supply, maintaining compliance with all regulatory entities such as the Massachusetts Department of Environmental Protection (MassDEP), the Environmental Protection Agency (USEPA), and Massachusetts Water Resource Authority (MWRA).
- Prepares, coordinates and submits timely reporting in accordance with deadlines established by the US EPA, MWRA, and MassDEP.
- Supervise, direct, and manage employees, plan all work and projects to maintain compliance with all applicable local, state and federal laws and regulations.
- Conducts regular staff meetings with Water Department’s Supervisor personnel to receive periodic reports and to provide advice, assistance and direction on major administrative problems, department policy and in progress construction projects.
- Confers regularly, coordinating actions and procedures, with other department heads, municipal officials, government agencies both state and federal, business representatives and the general public, on matters of mutual concern.
- Performs a formal evaluation for each department employee on an annual basis or by his/her designee.
- Exercises managerial responsibility in the directing research and studies as a basis for making recommendations to the DPW Superintendent to develop plans necessary for Capital Improvement projects.
- Knowledge and direct responsibility for the installation and maintenance of billing procedures, including but not limited to:
Advanced Meter Infrastructure (AMI) Water Meter system project, advancement to monthly billing as well as water rate analysis. Superintendent shall project costs and implement policies to comply with the Updated Federal Drinking Water Regulations. - Evaluates revenues to determine the need for water rate adjustments to maintain positive cash flow.
- Prepares the annual budgets, capital improvements and associated fees to support submitted budget(s)
- Attends Board of Water & Sewer Commission meetings.
- Attends City Council, Mayor briefings, and neighborhood meetings as required.
- Assists in calculation of all fees, loan obligation payments and policies as directed by the Board of Water & Sewer Commissioners and/or DPW Superintendent.
- Investigates new technology which may improve all aspects of Water Division operation.
- Supervises and serves as contact person for Water Division projects.
- Coordinates activities, assets and employees between department divisions.
