Bachelor's degree in Geographic Information Systems, Geography, Cartography, Engineering, Urban Planning, or a related field. GIS or ESRI Professional Certification (preferred). Must posses and maintain valid driver's license.
The City of Chicopee's Planning Department is looking to hire a GIS Coordinator. This position is responsible for coordinating, developing, implementing, managing, and maintaining the City's enterprise-wide GIS operations including database management, data and map development, analysis, systems administration, and consulting/cross-departmental training. In addition, the GIS Coordinator must perform the maintenance and upkeep of the City's Level III Standardized Parcel Data to ensure compliance with the Commonwealth of Massachusetts as well as the annual production of Tax Maps for the Chicopee Board of Assessors.
The position also develops and assists in the implementation of various data/mapping applications for City Departments as requested and/or necessary for on-going operations.
ESSENTIAL DUTIES INCLUDE- Serves as the City's point of contact for all GIS related functions excluding the Police Department and Department of Public Works (i.e. Water, Sewer & Stormwater);
- Provides comprehensive management of the City's geospatial databases, excluding the Police Department and DPW datasets (i.e. Water, Sewer & Stormwater);
- Assesses spatial information needs of the City and recommends, develops, and/or deploys solutions to meet those needs.
- Collaborates with the IT Department and DPW for the standardization of DPW datasets for future aggregation into a centralized City geospatial database;
- Develops, maintains, and updates the City's GIS data to maintain data relevance and comply with all relevant regulations of the City and the Commonwealth of Massachusetts (specifically MassGIS);
- Manages data development and quality assurance of the City's planimetric, topographic, cadastral, and other GIS database systems;
- Manages the flow and dissemination of all cartographic information and keeps existing maps and databases up to date;
- Develops, implements, and maintains technical standards and policies in collaboration with other departmental administrators and staff;
- Coordinates GIS activities between different departments and staff;
- Collaborates with surrounding communities, regional, state and federal agencies as necessary;
- Prepares and assists with the integration of the City's geospatial database with vendor supplied solutions including interactive on line web mapping tools both public and internal;
- Runs complex spatial analysis and assists with the preparation and distribution of maps (digital and print), presentations, reports, and other materials as needed;
- Creates and maintains land-based parcel data layers such as cadastral, political boundaries, annexations, and zoning; this includes parcels, subdivisions, tax areas, public lands, lots, and special districts;
- Coordinates with the Assessors Department on the continued integration of GIS data and Computer Aided Mass
- Appraisal (CAMAJ records to reflect parcel attributes, data retrieval programs, and analysis of mass appraisal techniques;
- Ensures that tax maps are regularly updated and maintained in digital and hard-copy format;
- Conducts GPS surveying and data post-processing as needed;
- Develops data models, data standards, and appropriate GIS and related RDBMS technologies in collaboration with the IT Department;
- Participates in and supports the operations of the Department of Planning & Development/Conservation with all land use related functions;
- Manages GIS systems administration and recommends and implements appropriate systems, hardware, software, licenses, and maintenance in collaboration with the IT Department including but not limited to recommendations on licensing demand and license assignment for City and DPW GIS users;
- Provides GIS training and support to other users including those who are non-technical or have no prior GIS experience excluding the Police Department;
- Develops and maintains operational and administrative documentation;
- Recommends budget and resource requirements;
- Prepares and justifies funding requests for GIS-related resources;
- Stays abreast of developments and best practices in the field including continuing education; and
- Performs other duties as appropriate and requested.
