The City of Chicopee’s Building Department is hiring a Plumbing and Gas Fitting Inspector. This position is responsible for permitting and inspecting new and existing plumbing and gas fitting work, and enforcing conformity with 248 CMR. 10:00, 248 CMR 4:00, and applicable municipal ordinances. Inspections are performed independently, requiring considerable technical knowledge, discretion, and judgment. Correction of discrepancies and defects is accomplished primarily through education and persuasion at the work site.
Plumbing Board of Examiners action shall be initiated when necessary to enforce compliance. No supervision is exercised over other employees. The role works under the direction of the Building Commissioner.
- Reviews plans and specifications associated with applications for permits for the installation, alteration and repair of plumbing and gas fitting systems for conformity with all applicable federal, state, and local codes, regulations, and ordinances.
- Interprets and enforces codes, laws, and local regulations pertaining to the installation and maintenance of new and existing plumbing and gas systems.
- Advises plumbers, gas fitters, and property owners on plumbing and gas fitting requirements as needed.
- Conducts site inspections of permitted plumbing and gas installation.
- Issues verbal or written orders for the correction of discrepancies with relevant codes and laws, including hazards and defects of material and workmanship.
- Follows up to ensure compliance.
- Investigates complaints and obtains evidence as to violations of the plumbing and gas fitting codes and laws.
- Reports inspections made, conditions found, action taken and any recommendations for future action.
- Coordinates inspection requests independently as needed.
- Replies to all emails and phone messages regarding any and all code questions and scheduling requests.
- Performs related work as required.
- Regular and predictable Attendance Is a Requirement.
Must possess considerable experience as a journeyman or master plumber, as well as a thorough knowledge of the methods, materials, and techniques of plumbing and gas fitting systems. Must be capable of reading and interpreting project plans and specifications. Must possess the ability to process online and paper permits and investigate housing complaints from tenants, health department, and other resources. Must be able to investigate work performed by unlicensed individuals and work performed without proper permits.
Must be able to express oneself clearly and concisely, orally and in writing, and to enforce regulations firmly, tactfully, and impartially.
Must establish and maintain effective working relationships with contractors, co‑workers, property owners, the general public, and other municipal departments. Must be reasonably proficient in using typical office equipment such as computers, printers, copiers, etc., and working with communication and production apps and programs including Microsoft Office and Permit Eyes online permitting software.
