Position: Transportation Engineer 3 - 20065067 (Design)

Position Description

Acts as staff specialist, developing & evaluating plans & criteria for a variety of projects and activities to be carried out by others; assesses feasibility & soundness of proposed engineering designs, evaluation tests, products or equipment when necessary data is insufficient or confirmation by testing is advisable. Supervises/leads a team of lower level transportation engineers, technicians, &/or support personnel by assigning tasks, monitoring work progress, & evaluating work on highway plans.

Performs other supervisory responsibilities (i.e., completes performance evaluations, coaches staff, & approves leaves) for subordinate staff. Develops in‑house plans &/or reviews designs proposed for construction (e.g., four‑lane rehabilitation, new construction, bridge replacement, roadway relocation), incorporating geometric, hydraulic & structural design techniques in plan preparation using CADD or drafting tools. Interprets complex plans to provide effective implementation & minimize accidents, conflicts & delays.

Coordinates design work with District Survey area. Ensures accurate & timely updating of management information systems related to program delivery (i.e., ELLIS, TMS, BMS) & ensures their business rules, policies & procedures are implemented, used & maintained as standard practice. Signs plans &/or other engineering documents as a registered professional engineer.

Responsibilities
  • Attends project scope field reviews, prepares plans and design revisions to solve plan implementation problems (e.g., changes to structural design including beam camber, pavement design, geometric design & hydraulic) and makes recommendations for repairs &/or replacement for construction roadways (e.g., shoulder widening, ditch lay‑overs, drainage design, structural repair & rehabilitation).
  • Uses computer aided drafting & design (CADD, Geopack) and drafting equipment to prepare plans and design revisions; instructs & trains employees in CADD techniques, computation of plan quantities, and general coordination of design process through completion of final contract plans.
  • Directs engineering/technical activities on behalf of supervisor to plan, schedule & coordinate work; assists in development of section policy, budget preparation &/or long‑range planning.
  • Advises offices, consulting firms, Federal Highway Administration, local public agencies & others with projects/problems in assigned area of expertise; testifies in civil court proceedings as an employee of the Department; represents the department at conferences to resolve questions.
  • Operates state vehicle to travel throughout district to conduct field reviews of project implementation &/or review site of proposed project to ensure project adaptability; attends meetings & training seminars.
Qualifications
  • Licensed as registered professional engineer by the Ohio State Board of Registration for Professional Engineers & Surveyors; 12 months of experience as a group or project leader providing work direction & training to engineering technicians &/or lower‑level engineers OR 12 months of experience conducting engineering‑related research (research applies only to staff specialist positions).
  • If assigned to operate a state vehicle to travel to & inspect project sites, must possess a valid driver’s license.
  • Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 months of experience as Transportation Engineer 2 (85642); if operating a state vehicle, must have a valid driver’s license.
  • Or equivalent of Minimum Class Qualifications For Employment may be substituted for the experience required, but not for the mandated registration.
