Overview
The selection process for this position will include a structured interview
. Candidate responses to the interview questions will be scored and the selection will be made in accordance with the OCSEA/AFSCME Contract.
Generates standard detailed drawings by designing and/or reviewing specific portions of highway improvement plans/projects and specifications to coordinate relocation and/or adjustment of public and private utilities to conform with district highway projects/improvements (e.g., major/new projects, culvert replacements, bridge structures, signing, roadway illumination & right of way) in the Real Estate Department, under supervision of higher level engineer; assists in review of highway and bridge plans;
reviews and offers recommendations on technical utility relocation issues; prepares and/or reviews engineering computations, sub-surface utility engineering (S.U.E.) contracts, cost estimates, and calculations for technical accuracy. Provides project coordination, scheduling, and monitoring of utility relocation; participates in scoping meetings/field reviews/red flag summaries. Utilizes and updates management information systems as they relate to the delivery of the project (i.e. ELLIS, TMS).
Approves and signs documentation.
Generates technical reports, cost estimates, and updates specifications for standard projects. Provides technical engineering assistance with utility issues. Provides cost estimates for utility relocation during programming phase. Acts as liaison with public and private utility companies and agencies effecting consultant-utility company coordination during preparation of highway improvement plans, and contractor-utility coordination during construction. Reviews public and private utility applications and prepare agreements and permits for execution by utility companies.
Administers billing and payment procedures for utility rearrangement. Coordinate and present meetings for utility companies concerning utility relocation and permit usage. Meets with federal highway administration to resolve special utility related problems. Attends pre-construction/pre-bid meetings.
Responds to outside inquiries and customer service requests on design issues (e.g., right of way/utilities). Confers with higher-level engineer to gain assistance to resolve unusual problems. Attends meetings and seminars as necessary; coordinates with Local Public Agencies, Regional Real Estate Office, and Central Office on utility/design issues. Meets with local, government officials, and utility/property owners to provide information regarding projects concerning design issues and related problems.
Operates state vehicle to attend field review. Performs other work related duties as assigned.
5 yrs. engineering related technical experience in simple construction/ rehabilitation/maintenance projects or planning & design of simple civil engineering projects or materials testing, with experience to be commensurate with position to be filled.

- Or completion of associate degree program in engineering technology; 3 yrs. engineering related technical experience in simple construction/ rehabilitation/maintenance projects or planning & design of simple civil engineering projects or materials testing, with experience to be commensurate with position to be filled.
- Or 12 mos. exp. as Transportation Technical Specialist, 85871, with experience to be commensurate with position to be filled.
- Or equivalent of minimum class qualifications for employment noted above.
