Overview
Title:
School Treasurer The Treasurer is responsible for overseeing the financial operations of the organization, the accuracy and timeliness of all state and federal reporting, and the development of the annual district operating budget and the Five-Year Forecast. The Treasurer is an active participant on the senior leadership team and provides leadership for the district in areas including finance, strategic planning, program development, and is a resource for business and human resource functions.
The Treasurer must maintain integrity and high standards of ethics and be a successful team member.
Reports To: Board of Education
Position Type: Certified, Administrative Contract, 260 day annual contract
Qualifications- Education: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. A Master’s degree is preferred.
- Licensure: Must hold a valid Ohio School Treasurer’s License, Equivalent Experience or Ability and Willingness to Attain License
- Experience: Minimum of five years of experience in school finance or public sector finance, with experience in a school district preferred. Must be bondable.
- Knowledge: Strong knowledge of Ohio school finance laws, regulations, and reporting requirements. Familiarity with governmental accounting standards.
- Skills: Excellent analytical, organizational, and communication skills. Proficiency in financial software and Microsoft Office Suite.
- Attributes: High ethical standards, attention to detail, and the ability to work collaboratively with diverse stakeholders.
The School Treasurer serves as the Chief Financial Officer (CFO) of the Chillicothe City School District. This role is responsible for the financial management and oversight of all district funds, ensuring compliance with state and federal laws, and maintaining accurate financial records. The Treasurer plays a critical role in budgeting, financial planning, and reporting to support the educational goals of the district.
Key Responsibilities- Financial Management: Oversee all financial operations of the district, including budgeting, accounting, payroll, purchasing, and cash management. Ensure compliance with all state and federal regulations and district policies.
- Budget Development and Management: Develop, recommend, and administer the district's annual budget. Monitor expenditures and revenues to ensure fiscal responsibility and provide regular financial reports to the Board of Education.
- Financial Reporting: Prepare and submit all required financial reports to the Ohio Department of Education, the Board of Education, and other regulatory agencies. Ensure the accuracy and timeliness of financial data.
- Audit and Compliance: Coordinate annual financial audits and ensure the district's financial practices meet the requirements of state and federal laws, as well as district policies. Address any audit findings promptly and effectively.
- Investment and Cash Management: Manage district funds, including investments, to ensure maximum return on investments within the parameters of safety and liquidity. Maintain accurate records of all financial transactions.
- Board of Education Liaison: Serve as the primary financial advisor to the Board of Education, providing insights and recommendations on financial matters. Attend all Board meetings and provide financial updates as required.
- Grant Management: Oversee the administration of all district grants, ensuring compliance with grant requirements and the proper allocation of funds.
- Payroll and Benefits Administration: Supervise payroll processing, benefits administration, and ensure compliance with all applicable laws and regulations.
- Policy Development: Assist in the development and implementation of district financial policies and procedures. Ensure that policies are up-to-date and reflect best practices in financial management.
- Serve as Treasurer (CFO) for all District funds and District spokesperson of financial matters.
- Assume responsibility for the receipt, safekeeping and disbursement of all District funds.
