JOB TITLE:
Technical Specialist
LOCATION:
Chino, CA (Onsite)
SCHEDULE:
Tuesday - Friday, 8:30 AM - 7:00 PM
DURATION: 2-month contract with potential extension
PAY: 40-45 USD per hour
Job Responsibilities- Coordinating, scheduling, monitoring, and overseeing daily aircraft flight operations, including:
- Managing flight schedules using aviation scheduling systems.
- Confirming pilot qualifications, patrol eligibility, and mission requirements.
- Coordinating aircraft availability, maintenance schedules, and operational priorities.
- Tracking flight assignments through completion and rescheduling as needed.
- Supporting helicopter external load operations, including:
- Processing external load flight requests.
- Coordinating with Aircraft Operations Technicians and helicopter vendors.
- Evaluating mission requirements, equipment weight, aircraft capabilities, contractor availability, and cost considerations.
- Acting as the primary communication point for flight operations by:
- Communicating operational updates, safety concerns, delays, and emergency response needs.
- Coordinating with pilots, maintenance personnel, vendors, and business stakeholders.
- Supporting operational decisions during changing weather, environmental conditions, fires, and mechanical issues.
- Evaluating flight requests and recommending appropriate solutions based on:
- Safety considerations.
- Aircraft and personnel availability.
- Mission priorities.
- Regulatory requirements.
- Operational risks.
- Analyze aircraft utilization data and develop recommendations to improve fleet efficiency and operational performance.
- Review weather conditions, Temporary Flight Restrictions (TFRs), airspace limitations, and risk assessments to complete flight releases and provide pilot briefings.
- Conduct airspace deconfliction activities and coordinate operations involving sensitive areas and governing agencies.
- Ensure compliance with FAA regulations, including CFR 14 FAR Parts 91, 133, and 135.
- Coordinate helicopter contractor assignments and evaluate outsourced mission requirements.
- Support invoice review activities by gathering vendor data, validating accuracy, resolving discrepancies, and assisting with approval processes.
- Coordinate hangar activities in alignment with aircraft schedules and maintenance requirements.
- Facilitate operational meetings, including:
- Weekly Tailboard meetings for upcoming flight schedules and maintenance forecasts.
- Look Ahead meetings with UAS contractors.
- Periodic T&D Sync Up meetings.
- Conduct scheduling process audits and generate reports related to helicopter and UAS flight activity.
- Resolve urgent scheduling conflicts and operational issues while maintaining safety and mission readiness.
- Develop helicopter support plans and tactics under time-sensitive conditions with limited information.
- Optimize allocation of helicopter and personnel resources while ensuring worksite readiness across multiple business units.
- Provide flight operations training and conduct field safety observations.
- Collect and analyze vendor and Aircraft Operations metrics related to productivity, safety, and performance.
- Develop and support Key Performance Indicators (KPIs) and data collection processes.
- Identify opportunities to improve operational processes, procedures, and continuous improvement initiatives.
- Maintain strong working relationships with internal departments, including Transmission, Distribution, Generation, and Executive teams, as well as external helicopter vendors and clients.
- Perform additional duties and operational support activities as assigned.
- Strong knowledge of helicopter flight operations, aviation procedures, and operational safety practices.
- Experience with helicopter external load operations.
- Knowledge of FAA regulations and aviation compliance requirements.
- Understanding of aviation communication protocols and proper aviation etiquette.
- Experience with airspace deconfliction and coordination with regulatory agencies.
- Ability to analyze meteorological information and assess flight risks.
- Strong decision-making skills with the ability to resolve issues under tight timelines.
- Excellent written and verbal communication skills with the ability to communicate technical information to diverse audiences.
- Strong planning, organizational, analytical, and problem-solving skills.
- Ability to manage multiple priorities in a fast-paced and unpredictable operational environment.
- Experience using web-based aviation software, scheduling systems, and radio communications.
- Proficiency with Microsoft Office Suite.
- Experience with Microsoft Power Apps development preferred.
- Ability to build and maintain effective working relationships with internal and external stakeholders.
- Strong attention to detail and commitment to safety standards.
- Ability to support continuous improvement initiatives and operational efficiency programs.
- FAA Certified Dispatcher Certificate or Commercial Pilot Certificate required.
- Minimum of three (3) years of related helicopter flight operations experience.
