Job Summary
The System Analyst is responsible for designing, building, and implementing secure server systems across the enterprise, including planning, developing, installing, configuring, maintaining, supporting, and optimizing server, application, phone system, operating systems, and software. The role includes ensuring compliance with internal and regulatory security guidelines, troubleshooting performance issues, providing capacity planning, resolving end‑user hardware and software problems, and delivering responsive, courteous service to County residents and the public.
Dutiesand Responsibilities
- Provide project management for system‑related projects and maintain timely, comprehensive project status reports.
- Support all law enforcement equipment and systems.
- Coordinate installation, configuration, implementation, maintenance, and support of County and City systems such as MS Windows Server, Linux Servers, Hyper‑V, Office 365, MS SQL databases, IIS, Web servers, Email Archiving, Active Directory, public safety systems, financial systems, inventory, and Enterprise SAN.
- Install, administer, and support operating systems, software applications, and related devices.
- Manage the installation, configuration, and testing of new releases of Windows Server, IIS, SQL Server, and Outlook Web.
- Provide technical support, consultation, and recommendations; respond to critical server issues and troubleshoot; coordinate acceptable downtime and notify users; review logs to validate system functionality.
- Upgrade and enhance data infrastructure, implement virtualization best practices, provide design and delivery expertise with Hyper‑V, implement security using group policies, and coordinate application deployment and updates.
- Implement data backup and restoration procedures, ensuring off‑site storage, testing, and archival compliance.
- Administer databases and end‑user accounts, ensuring appropriate permissions and maintaining security and integrity.
- Consult with users regarding software needs, implement and test modifications, and instruct on new applications.
- Provide technical and analytical assistance for data communication, server, and PC problems.
- Implement and administer VoIP phone system.
- Exercise responsibility for daily Help Desk and system support operations.
- Attend training, conferences, and seminars to remain current with new technologies.
- Provide on‑call service for after‑hours IT emergencies as part of a rotation.
- Bachelor’s degree in Business Administration, MIS, Computer Science or related field with a minimum of two (2) years’ recent experience including system analysis, server management, and project management principles required – OR – Associate’s degree in Information Technology with a minimum of six (6) years recent experience including system analysis, server management, and project management principles required.
- Virtualization experience is preferred.
- Experience working in the public sector is preferred.
- A cell phone is required.
- A valid driver’s license is required.
- Proficiency in Active Directory and group policies.
- Proficiency in the configuration, installation, and operational support of network servers, database servers, PCs, and operating systems.
- Proficiency in implementing and supporting voice, data, and video applications internally and with outside agencies.
- Product‑specific knowledge of Enterprise SAN, Microsoft Windows Server, Office 365, and Microsoft SQL.
- Backup hardware, software, and emergency procedures and planning.
- Experience with documentation standards and best practices.
- Proven implementation experience with all high‑availability features of Hyper‑V, including failover clustering, switch design, advanced performance troubleshooting, command‑line utilities, virtual file system management, cloning, imaging, template creation, resource allocation, and system monitoring.
- Hands‑on experience with Hyper‑V installation and configuration.
- Solid understanding of Enterprise SAN technology and Hyper‑V implementation with shared storage strategies.
- Ability to work independently and in a team to prioritize tasks, identify problems, and propose solutions.
- Workstation security management (virus prevention, desktop management tools, group policy enforcement, etc.).
- Application security (email and related business applications) and database systems security management (Oracle, SQL Server, etc.).
- Understanding of IP networking, DNS, DHCP, streaming protocols, and monitoring.
- Experience with IIS and web technologies.
- Excellent analytical, organizational, verbal, and written communication skills; strong attention to detail.
