Position: Senior Civil Engineer (Land Development)

Position Summary

To supervise the performance of, and/or perform Civil Engineering work, including work of above average difficulty and responsibility. This position serves as a project engineer and group leader and performs related work as assigned. The current vacancy is within the Development Services Department's Land Development Division.

When Assigned to Land Development (Additional Responsibilities)

Under general direction, perform advanced technical review of plans, specifications, studies, and reports for a variety of infrastructure projects; assign and supervise staff in plan checking and coordinating reviews.

Perform advanced technical review of plans, specifications, studies, and reports for a variety of infrastructure projects including the construction, alteration, and maintenance of roads, storm drainage systems, sidewalks, bikeways, traffic intersections, signing/striping, and traffic signalization. Review, direct, and supervise the plan checking involving the review of both public and private improvement plans, grading, and drainage plans, storm water management features, technical reports, studies, and engineering designs for compliance with city standards and regulations.

Assign and supervise multi‑disciplinary staff in plan checking and coordinating reviews with other departments in the city, ensuring compliance with City ordinances and maintaining overall integrity. Perform and review difficult civil engineering work in connection with the design of streets, sanitary sewers, storm drains, and storm water management features and other private and public projects as necessary. Provide engineering assistance to citizen committees and commissions, offering technical support to other agencies or departments as needed.

ESSENTIAL

FUNCTIONS
  • Serve as a project supervisor on major engineering and construction projects.
  • Prepare, coordinate and/or supervise the preparation of preliminary cost estimates for major streets, traffic signals, lighting, sanitary sewer, and storm drain projects; and prepare preparatory materials such as construction plans and specifications, reports, correspondences, plats, petitions, diagrams, profiles and cross‑sections.
  • Prepare, coordinate or supervise the preparation of material and cost estimates after initial determinations have been made for major street, sewer and storm drain improvements.
  • Obtain necessary data to make accurate complete computations, perform studies to determine grades and drainage, conduct traffic operation studies, surveys, investigations and make recommendations.
  • Supervise public works facilities inspection program and compute progress payments for construction projects; supervise the checking of maps and improvement plans of subdivisions for compliance with local and state regulations.
  • Review environmental documents for engineering related problems; develop methods to relate and apply formulae to standard design and other engineering problems; estimate values of property for city acquisition; negotiate and acquire rights‑of‑way and easements.
  • Supervise design of arterial highways, streets, parking lots, storm drains, sewer systems, buildings and appurtenant structures; assist in administration of agreements with Metropolitan sewer system and other Metro sewer agencies; develop and monitor sewer fees and charges.
  • Propose and prepare cost estimates of alternative capital improvement projects; develop priority lists of various city programs; coordinate preparation of department’s capital improvement program budget; review and monitor sources of project funding; review, supervise formation and operation of assessment districts, community facilities districts and development impact fee programs.
  • Ensure storm water pollution prevention measures follow local standards, are included within design plans, and implemented at construction sites.
  • Attend local and regional meetings; serve on committees representing department and/or city.
  • Build and maintain positive working relationships with co‑workers, other employees and the public using principles of good customer service.
  • Perform other related duties as assigned.
