Position: HR Specialist- People Operations (Payroll, Benefits, HRIS)

Salary Range: $59,723.22 To $89,584.83 Annually

ESSENTIAL FUNCTIONS:
  • Coordinates payroll administration and timekeeping processes to ensure timely and accurate employee compensation, payroll compliance, and adherence to applicable laws, regulations, and City policies.
  • Administers the City's employee benefits and wellness programs, including health, dental, vision, life insurance, TMRS retirement, COBRA administration, open enrollment, employee education, and vendor coordination.
  • Serves as the primary administrator for the Human Resources Information System (HRIS), maintaining system integrity, implementing process improvements, supporting system upgrades, generating reports, and assisting with future HR technology initiatives.
  • Administers and interprets federal, state, and local employment laws and regulations, including the Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Equal Employment Opportunity (EEO), Uniformed Services Employment and Reemployment Rights Act (USERRA), COBRA, ACA, and other applicable employment laws to ensure organizational compliance and minimize risk.
  • Administers employee leave programs, including FMLA, ADA accommodations, military leave, workers' compensation leave, and other protected and non-protected leave programs while ensuring regulatory compliance and consistent application of City policies.
  • Coordinates workers' compensation administration, including claim management and return-to-work and modified duty coordination, reporting requirements, and collaboration with supervisors, employees, insurance carriers, and medical providers.
  • Coordinates employment eligibility verification through the Form I-9 and E-Verify processes while ensuring compliance with federal employment verification requirements.
  • Develops, analyzes, and maintains workforce metrics, HR dashboards, compliance reports, and data analytics to support organizational decision-making, workforce planning, budgeting, and strategic initiatives.
  • Maintains official personnel records and records retention processes in accordance with applicable laws, regulations, and City policies while ensuring confidentiality and data integrity.
  • Develops and recommends improvements to HR policies, procedures, workflows, technology, and operational practices that enhance efficiency, customer service, compliance, and organizational effectiveness.
  • Prepares reports, participates on committees, assists with departmental initiatives, and performs other related duties as assigned.
  • KNOWLEDGE, SKILLS, AND ABILITIES:
    • Deep knowledge and understanding of the City’s core values of Professional Development, Accountability, Respect, Teamwork, and Integrity, and the mission and values of the People and Performance Management team.
    • Demonstrated knowledge of Federal, State, and local government regulations and rules related to human resources functions, including the Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO), Uniformed Services Employment and Reemployment Rights Act (USERRA), Consolidated Omnibus Budget Reconciliation Act (COBRA), Affordable Care Act (ACA), and related employment regulations.
    • Demonstrated knowledge of municipal organizational structure, function, and authority of various City departments.
    • Demonstrated knowledge of principles and practices of human resources administration, including employee lifecycle processes, HR operations, and customer service.
    • Knowledge of classification and compensation principles, including job evaluation methodologies, salary administration, compensation analysis, and market benchmarking.
    • Knowledge of payroll administration, timekeeping systems, payroll tax regulations, wage and hour requirements, and payroll reporting, including Human Resources Information Systems (HRIS), payroll systems, applicant tracking systems, and related HR technologies.
    • Demonstrated knowledge in employee benefits administration, including retirement plans, health and welfare benefits, wellness initiatives, and vendor administration.
