Salary Range: $59,723.22 To $89,584.83 Annually

Under limited supervision, the HR Specialist (Organizational Development) advances organizational excellence by leading initiatives that strengthen employee engagement, leadership development, organizational performance, workforce planning, and continuous improvement across the City. This position partners with departments to build organizational capacity, support strategic initiatives, and enhance employee and organizational effectiveness. Through a commitment to Professional Development, Accountability, Respect, Teamwork, and Integrity, this position fosters a culture of learning, innovation, collaboration, and continuous improvement that supports the City's mission and long-term success.

ESSENTIAL FUNCTIONS:

  • Manages the City's organizational performance initiatives by coordinating the Strategic Plan, departmental business plans, key performance indicators (KPIs), organizational dashboards, and other performance measurement programs that support organizational effectiveness and accountability.
  • Develops, implements, and continuously improves the City's performance management program, including performance evaluations, goal setting, coaching resources, and processes that promote employee and organizational success.
  • Plans, develops, and coordinates leadership development, supervisor training, mentoring, and professional development programs that strengthen leadership capacity throughout the organization.
  • Develops and implements employee engagement strategies and initiatives, including employee surveys, Gallup Q12, recognition of engagement trends, and organizational improvement efforts that enhance workplace culture and employee satisfaction.
  • Coordinates workforce planning and succession planning initiatives to support organizational continuity, talent development, and long-term workforce sustainability.
  • Leads continuous improvement initiatives utilizing Green Belt, process improvement methodologies, and organizational assessments to improve efficiency, effectiveness, and service delivery.
  • Coordinates organizational development initiatives, including organizational assessments, change management efforts, team development, and programs that strengthen organizational effectiveness and resilience.
  • Develops and administers the City's career development and professional growth programs, including certification incentives, learning opportunities, and employee development initiatives.
  • Coordinates continuity planning efforts to support organizational resilience, operational readiness, and continuity of essential City services.
  • Evaluates organizational data, workforce metrics, employee feedback, and performance trends to identify opportunities for improvement and provide recommendations to leadership.
  • Establishes collaborative partnerships with departments to identify organizational needs, provide consultation, and implement strategies that improve employee and organizational performance.
  • Prepares reports, presentations, and recommendations for leadership, participates on committees, and performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Deep knowledge and understanding of the City’s core values of Professional Development, Accountability, Respect, Teamwork, and Integrity, and the mission and values of the People and Performance Management team.
  • Demonstrated knowledge of Federal, State, and local government regulations and rules related to human resources functions.
