The Cincinnati Metropolitan Housing Authority (CMHA) is seeking an experienced Procurement Manager to support the day-to-day management of vendor contracts and procurement activities to ensure the efficient, compliant, and high-quality acquisition of goods and services. This role coordinates procurement processes, manages solicitation activities, ensures regulatory compliance, oversees procurement schedules, and supports administrative staff.
Key Responsibilities:
- Coordinate and manage procurement activities to ensure compliance with federal, state, and local regulations.
- Lead competitive solicitations, prepare procurement documentation, conduct bid evaluations, and recommend contract awards.
- Monitor procurement schedules and contract performance, negotiate contract terms, maintain accurate procurement records, and prepare reports to support operational planning.
- Provide guidance to internal departments on procurement processes, support vendor outreach and supplier diversity initiatives, assist with policy and procedure development, supervise assigned staff, and support vendor and internal training initiatives.
- Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, or a related field.
- Minimum six (6) years of procurement and contract compliance experience in a regulated industry, governmental agency, or public sector organization, including at least two (2) years of governmental procurement experience.
- Working knowledge of government procurement regulations, including 2 CFR 200 and HUD Handbook 7460.8, and applicable federal, state, and local requirements.
- Strong communication, analytical, and problem-solving skills with the ability to manage multiple procurement activities while maintaining accuracy and compliance.
- Advanced proficiency in Microsoft Office and experience with project scheduling and vendor management.
